Statement of Work (SOW)

To ensure the effective and efficient maintenance and operation of the water treatment plant, its structure, and associated equipment and systems for the Lincoln Memorial Reflecting Pool (LMRP), delivering high-quality water treatment operations for cleanliness and clarity, and performing preventative maintenance to promote system longevity.

• Furnish all supplies, materials (excluding replacement parts), labor, supervision, tools, equipment, and travel for preventative and corrective maintenance, and operations of the LMRP.

• Operate and maintain the Water Treatment Plant (WTP) and associated equipment.

• Provide onsite services at the Reflecting Pool, WTP, and adjacent infrastructures.

• Perform daily monitoring, log maintenance, and manage preventative/corrective maintenance.

• Identify and provide NPS with necessary equipment and materials; NPS supplies repair parts.

• Respond to emergencies within 2 hours and routine requirements within 8 hours.

• Coordinate with NPS personnel to assist in acquiring knowledge of the system.

• Monitor and troubleshoot the water treatment system, recommending adjustments.

• Analyze system performance and recommend modifications.

• Be accessible via telephone/email and respond promptly to critical situations; local residence preferred.

• Log and track all activities, provide written summary reports, and maintain O&M checklists.

• Electronically record logs in Excel spreadsheets or approved programs.

• Collaborate on annual comprehensive cleaning and inspection of the Reflecting Pool (February-March timeframe).

• Perform annual pressure tests on supply and return lines.

• Provide engineering assistance for operation and maintenance issues.

• Provide on-site inspection and support during pool draining and cleaning.

• Provide manual debris removal daily.

• Report dead animals found in or around the pool.

• Operate and maintain all mechanical, electronic, and system controls.

• Adjust and maintain equipment and controls.

• Reprogram electronic system controls.

• Perform manual cleaning of filters, skimmers, and pool components.

• Maintain operational log records.

• Remove and discard debris, pollen, and sludge daily.

• Pressure wash coping stone monthly (11 PM - 5 AM).

• Assist with annual pool drainage, inspection, and cleaning.

• Manually apply chemicals as directed (purchased by Park).

• Inspect and maintain Dual Vortex Separators (confined space entry).

• Perform trash and waste removal after special events.

• Conduct yearly camera inspection and jetting of supply and return lines.

• Update preventive maintenance schedule and operational maintenance guide.

• Location: National Mall and Memorial Parks at the Lincoln Memorial Reflecting Pool and Water Treatment Plant.

• Period of Performance: One calendar year from award, with potential for four option years.

• Operator qualifications: Minimum 5 years experience, Class II water treatment license or equivalent, Safety Trained Supervisor (STS) certification, 30 hours OSHA training, confined space certification. Proof required with proposal.

• Security Clearance: All employees must pass a background check by USPP.

• Contractor's Representative: Must be able to make decisions and report to the COR.

• Safety: Maintain a clean and safe work area; personnel must have pictured identification and uniforms; mark on-site vehicles; use barricades/signs for protection; report accidents immediately.

• Government Furnished Property: Access to WTP, parking pass, system O&M Manuals, Operator Manuals, As-Built Drawings, and agreed-upon supplies/replacement equipment.

• Reporting: Monthly reports via email to COR and CO.

• Invoice Requirements: Submit invoices monthly through www.ipp.gov and upload to IP.

• Vehicle Limits: Provides detailed specifications for vehicle width, height, length, and weight limits, emphasizing strict enforcement of legal weight limits and adherence to roadway/bridge laws.
• Contractor Requirements: Includes daily truck inspection reports, inspection by NPS representatives, availability of emergency spill containment kits, disposal of any collected coins, and the requirement for an on-site Superintendent.
