This is a combined synopsis/solicitation for commercial items to procure a 75-Horsepower Compact Utility Tractor with Accessories for the U.S. Fish and Wildlife Service, Garrison Dam National Fish Hatchery (NFH) in Riverdale, ND. The anticipated performance period is 60 days after receipt of award.

• Award will be made to the responsible offeror whose quotation represents the best value to the Government, considering price and non-price factors.

• The Government may use a comparative evaluation method.

Statement of Work (SOW)

The Garrison Dam National Fish Hatchery requires a versatile, year-round utility tractor to support grounds maintenance, snow removal, pond habitat management, and facility operations. The new tractor will replace aging equipment and improve operational efficiency.

• Provide a new 75-horsepower compact utility tractor (John Deere 4075R or Equal) meeting specific salient characteristics.

• Salient characteristics include: 75 HP diesel engine, enclosed cab with heat/AC, 4WD, hydrostatic or power-reverser transmission, 540-rpm rear PTO, Category I/II hitch, hydraulic system capable of operating attachments, compatibility with front PTO-driven snowblower, R1 or R4 tires, and integrated ROPS.

• Provide a front or rear-mounted snowblower (66–72 inch, PTO-driven, two-stage) and a rear flail mower (minimum 72-inch cutting width, heavy-duty).

• All mounting kits, PTO shafts, hydraulic lines, and hardware for full compatibility are required.

• Deliver the tractor and implements fully assembled, tested, and operational.

• Perform initial setup, calibration, and safety checks.

• Provide operator training covering safety, operation, attachment changes, and routine maintenance.

• Provide printed and electronic operator manuals, service and maintenance manuals, and safety/operational training materials.

• Delivery within 60 calendar days of award.

• Operator training within 5 business days after delivery.

• All performance occurs on-site unless otherwise coordinated.

• Government acceptance is contingent on inspection confirming compliance with all salient characteristics, operational readiness, and completion of required training and documentation.

• Location: Garrison Dam National Fish Hatchery, 530 Hatchery Road, Riverdale, ND 58565.

• Schedule: Delivery within 60 calendar days of award; operator training within 5 business days after delivery.

• Contractor must be a certified dealer or supplier of agricultural equipment.

• Equipment must meet EPA emissions standards.

• Contractor must provide OEM attachments, warranty support, and operator training.

• Contractor must have experience delivering agricultural tractors of similar size and complexity.

• Contractor shall accept trade-in of a 1997 John Deere 6200 tractor (Serial Number L06200M204452, 905 hours) and be responsible for its loading and transport.

• The product is included on the SBA's Non-Manufacturer Rule (NMR) Class Waiver list, allowing small business concerns to supply the product without being the manufacturer.
