  • Price (evaluated for completeness and reasonableness).

• Required Documents: Completed SF 1449, Company Information (Name, UEI, POC), completed FAR 52.225-2 provision, and signed copies of any solicitation amendments (SF 30).

• The acquisition is set aside 100.00% for Small Business.

• NAICS Code: 321991 with a Size Standard of 1,250.

• The attached "Statement of Work - Tiny Home Delivery - Tewaukon NWR" dated 06/16/2026 is a key document for understanding detailed requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Fish and Wildlife Service requires the supply and delivery of two tiny homes to the Tewaukon National Wildlife Refuge.

• Construction and delivery of two tiny homes, each approximately 400 square feet, designed to fit on a 12'X36' concrete slab.

• Homes must meet detailed specifications including:

  • Steel trailer base with 2X6 floor joists and OSB subfloor.
  • 50-amp power plug, water, and septic drain hook-ups.
  • 29 gauge steel metal roof and maintenance-free LP Smart siding.
  • 2X6 thick walls with R20 fiberglass insulation; R30 insulation for floors and ceilings.
  • Insulated front door and lockable opening windows.
  • Interior walls of tongue and groove pine; durable vinyl plank flooring (carpet in loft and stairs).
  • Recessed lighting, with ceiling fans/lights in living rooms and bedrooms.
  • Mini-split heating and cooling systems (main unit in living room, additional in bedroom).
  • Kitchen with sink, counters, and wood-stained cabinets (appliances to be purchased by the Refuge).
  • Bedroom with built-in dresser and closet.
  • Loft with safety banister and minimum 40" floor-to-ceiling height.
  • Bathroom with shower, toilet, and sink with vanity.

• Additional features include washer/dryer hook-ups and 5-year rodent protection. One home must have 32-inch wide doors.

• Contractor to supply all tiny home information, manuals, and warranty information.

• Delivery and installation at Tewaukon National Wildlife Refuge, 9754 143 ½ Ave SE, Cayuga, ND 58013.

• Delivery coordination is Monday-Friday (except Federal Holidays) between 8 am-4 pm.

• Contractor is responsible for delivery until units are accepted by Refuge Staff.

• Service will have concrete slabs prepped for delivery and installation.

• Service is not liable for damage until units are installed and accepted.
