This document is a Request for Quotation (RFQ) for a Vacuum Excavator (Brand Name or Equal). The acquisition is set aside for Small Business.

• The primary deliverable is a Vacuum Excavator, specified as "Ring-O-Matic 350VX HI CFM or equal".

• The offeror must meet or exceed the salient characteristics detailed in the attached specification document.

• Offers that demonstrate ability to reduce operational risk, improve performance, or provide measurable benefit may be evaluated more favorably.

• "Equal" products will be evaluated based on provided information and reasonable availability.

• The contract will be a firm-fixed-price order.

• Delivery is expected by 05/29/2026.

• The Period of Performance is from 04/01/2026 to 05/29/2026.

• Quotes Due: March 25, 2025, at 4:00 PM Central Daylight Time.

• Submission Method: Email to dana_arnold@fws.gov as a single, combined PDF file.

• Required Forms: Completed SF 1449 (signed), Company Information (Name, SAM.gov UEI, Point of Contact), and a signed SF 30 for any amendments.

• Evaluation Factors: Offers will be evaluated based on the following factors:

  • Ability to meet technical specifications
  • Lead time for delivery after receipt of order
  • Price

• Lead Time: Offerors must provide an estimated delivery timeframe after receipt of order. Shorter lead times may be considered more advantageous.

• This acquisition is 100% set aside for Small Business.

• The North American Industry Classification Standard (NAICS) code is 333120 with a size standard of 1,250 employees.

• The solicitation incorporates FAR clauses by reference, including those related to commercial products and services, representations and certifications, and Buy American provisions.

• Installation: Prices quoted must include installation. All labor and parts for installation are the contractor's sole responsibility.

• Delivery Instructions: Contact the Point of Contact (POC) no later than three days prior to delivery to arrange a specific time. Unloading is the sole responsibility of the delivery carrier; no government labor or equipment will be provided for unloading.
