This document is a Request for Quotation (RFQ) from the North Dakota Army National Guard (NDARNG) for DF 1 Bulk Fuel. The acquisition is set aside for Small Businesses.

• Procurement of DF 1 Bulk Fuel.

• Items must be new; used or refurbished items are not acceptable.

• "Open market" items are included, and the Buy America Act applies. Items not identified as Buy America will be subject to a 50% multiplier for evaluation.

• Items will be boxed or secured as appropriate with a packing list attached.

• Offerors must include any delivery fees to Fargo, ND, in their grand total.

• The contract will be awarded to the responsible offeror whose offer is most advantageous to the Government, considering price and delivery. Other evaluation factors, when combined, are approximately equal to cost or price.

• Quotes are due no later than 10:00 AM CST on 8 April 2026.

• Offerors shall utilize the attached RFQ document to submit their offer.

• Quotes must be valid for 48 hours after the closing date of the solicitation.

• Include itemized price breakdowns and the grand total.

• This acquisition is set aside for Small Businesses per FAR 52.219-6.

• Offerors must have current registration in the System Award Management (SAM) and Wide Area Workflow (WAWF) websites.

• Delivery Location: NDARNG MEB, Attn: 1SG Jon Benedict, Field Maintenance Shop 2, 3917 31st St N, Fargo, ND 58102.

• Invoices must be submitted through the Wide Area Workflow System (WAWF).

• The ND National Guard is tax-exempt.

This is a combined synopsis/solicitation for the NDARNG MEB requiring 10,000 Gallons of DF 1 Diesel. A written solicitation will not be issued; quotes are being requested. This solicitation document (W901UZ26Q8998) incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2025-04 effective 12 May 2025. This requirement is a Small Business Set Aside.

• Procurement of 10,000 Gallons of DF 1 Diesel.

• The contract will be awarded to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors.

• Evaluation factors include: material price, delivery price, and delivery time. Other factors combined are approximately equal to cost or price.

• Quotes are due no later than: 10:00 am CST on Wednesday, 8 April 2026.
