Statement of Work (SOW) / Performance Work Statement (PWS)

To provide catered meals and food services to North Dakota Army National Guard Soldiers during their Field Training Exercise (FT26 AT) in Fargo, ND.

• Provide all labor, materials, and transportation for catered meals.

• Services include breakfast, lunch, and dinner as specified by date and time.

• Specific meal times are provided for each day from May 7-21, 2026.

• Breakfast to include: Chilled juice, assorted dry cereal, pancakes, eggs, one meat (bacon, ham, sausage), potato, toast, jelly, butter/margarine patties, pastries, fresh fruit, coffee, and milk.

• Lunch & Dinner to include: One entrée, potato, cooked vegetable, salad, fruit, bread/rolls, butter/margarine patties, milk, coffee, fruit drink, and dessert.

• A proposed menu must be submitted with the offer and will be reviewed/approved by the Contracting Officer.

• Contractor shall provide dinnerware, remove trash, and clean serving/eating areas after each meal.

• Standard condiments are to be provided.

• Period of Performance: May 7-21, 2026.

• Place of Performance: Fargo Readiness Center, 3270 40th Ave. N. Fargo, ND 58102, and CGTC (in the field).

• Meals must be prepared in accordance with applicable State Health Laws, Regulations and Policies.

• Contractor must maintain an adequate workforce for uninterrupted performance.

• Contractor employees must comply with installation regulations (fire, traffic, safety, security).

• Contractor employees must complete Awareness Training (AT) Level 1 and OPSEC Training.

• Contractor must provide a Contract Manager (CM) with full authority.

• Contractor cannot telework.

• Contractor is responsible for ensuring employees have proper identification and comply with security requirements, including background checks.

• Contractor shall not perform services on recognized US holidays.

• Government will furnish workspace, including meal prep space, counters, and tables.

• Contractor may only use the provided refrigerator, freezer, and warming oven; no raw food cooking is permitted.

• The number of meals may vary by +/- 10%; contractor will be paid for actual meals served, but no less than 90% of the specified number.

• A 24-hour notice will be given for changes in meal numbers.

• Contractor must return all identification media for departing employees within 14 days.

• Zero tolerance policy for combating trafficking in persons.

Solicitation / RFP / RFQ

This Request for Quotation (RFQ) is for catered meals to support the North Dakota Army National Guard's annual training for the HSC 141. The training will take place from May 7 - May 21, 2026, at 3270 40th Ave. N, Fargo, ND 58102. The government intends to award a Firm-Fixed Price Purchase Order to the responsible offeror whose quote is most advantageous, considering technical acceptability and price. Past performance may be evaluated on a pass/fail basis.

• Catered meals for the specified training period.

• Specifics of the meals and requirements are detailed in an attached Performance Work Statement (PWS).

• Delivery will be made to Fargo, ND.

• Contract Type: Firm-Fixed Price Purchase Order.

• Period of Performance: May 7 - May 21, 2026.

• Quotes must be submitted by 5:00 PM CST on Friday, April 24, 2026.

• Evaluation factors include technical acceptability and price.

• Past performance may be considered.

• A copy of the quote must be included with the reply.

• This requirement is a small business set-aside.

• Only small businesses under NAICS 722320 or similar are eligible to submit a quote.

• Offerors must be registered in the System for Award Management (SAM).

• The government reserves the right to make no award.

• Vendors are required to submit invoices in the Wide Area Workflow (WAWF) System.

• A Commercial Determination section requires the offeror to indicate if the items are available to the general public.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for NDARNG HSC 141 AT SUB for delivery to Fargo, ND. The requirement is for Catering Services, with a NAICS code of 722320. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

• The solicitation includes an attached Performance Work Statement (PWS) with detailed requirements.

• Offerors must comply with FAR subpart 12.6 and provisions such as 52.212-1 (Instructions to Offerors), 52.212-2 (Evaluation-Commercial Items), and 52.212-3 (Offerors Reps and Certs), along with clause 52.212-4 (Contract Terms and Conditions).

• The Government will award a Firm-Fixed Price Purchase Order.

• The period of performance is effective through Federal Acquisition Circular FAC 2026-01, which is 13 May 2026.
