Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the cleaning schedule and requirements for the Crane Trust Nature & Visitor Center.

• Frequency: 52 cleanings per year (one per week, typically on Sundays), with an additional 8 cleanings as needed, particularly during the Sandhill Crane migration season (mid-February to early April).

• Supplies: Cleaning products and supplies will be furnished by Crane Trust. Equipment such as vacuums and ladders will NOT be provided.

• Total Square Footage: 11,358 sq ft.

• Enclosed Breezeway & Main Lobby: Sweep/dust mop, disinfect/wet mop (if needed), dust ledges, clean entry glass, dust floor rugs. Do not clean TV screens in the lobby.

• Photo Gallery Hallway: Sweep/dust mop, disinfect/wet mop (if needed), clean windows, wipe down countertops, shake out/vacuum floor rug.

• Back Office Space: Vacuum floors, dust cubicles and desk tops (if clear of documents), wipe down coffee bar, empty wastebaskets.

• Board Room: Vacuum carpet, dust wooden window blinds, clean antique wooden table and wood buffet table, dust wall hangings, empty wastebaskets.

• Center Large Conference Room: Vacuum carpet, dust all surfaces, empty wastebaskets. Special cleanup required after events.

• Exhibit Room: Sweep/dust mop, clean glass (display windows and building overlook), dust countertops and magazine racks, clean water fountains, empty wastebaskets. Do not clean TVs.

• 2nd Enclosed Breezeway: Sweep/vacuum carpet, dust/clean floor ledges, clean all glass.

• Restrooms (Visitor & Employee): Clean and sterilize sinks and faucets, clean and sterilize toilets and urinals, clean hand blow dryers, refill paper towel and toilet tissue dispensers, mop and sanitize floors, empty wastebaskets and sanitary napkin disposal bins.

• Hallway (Exhibit Room to Kitchen): Dust mop/sweep, clean glass doors, collect and deliver recycling.

• Kitchen: Sweep and wet mop/sanitize, clean counters and stove, wipe down refrigerators, clean sink, empty wastebasket.

• Fish and Wildlife Ecological Services Area: Vacuum flooring, empty trash and recycling, dust desk tops and cubicles, wipe down tables. Requires security clearance and a Proxy Card.

• Wet mop all floors that are stained cement, tile, or linoleum in various areas including the Main Lobby Breezeway, Visitor Center Hub, Hallways, Exhibit Room, Kitchen, and Janitor Closet.

• Once per year: Clean all windows (inside and out).

• Crane Season: Extra cleanings may be needed from late February through early April.

• Big Events: Cleaning of the Big Conference Room may be required.

• Holidays: No work on Federal holidays. Specific workdays may be assigned for observed holidays.

• Contract Length: One (1) year with up to four (4) option years.

• Government Furnished: Facility for storage of cleaning supplies, hot/cold water, electricity, sanitary sewers.

• Contractor Responsibilities: Safeguard government property, secure facilities, repair/replace any damaged items, display "Caution, Wet Floor" signs as needed.

• The contract is for one year with potential option years.

• The location is the Crane Trust Nature & Visitor Center, 9325 South Alda Road, Wood River, Nebraska.

• Contractor must provide their own vacuums, ladders, etc.

• Security clearance and Proxy Card required for the Fish and Wildlife Ecological Services Area.

• "Caution, Wet Floor" signs must be provided and used by the contractor.

Solicitation / RFP / RFQ

This solicitation is for Janitorial Services at the FWS NE ESFO facility located at 9325 S Alda Road, Wood River, NE 68883. The purpose is to award a firm-fixed-price contract to a responsible vendor whose quote is fair, reasonable, and meets the requirements outlined in the attached Statement of Work (SOW).

• Provision of janitorial services in accordance with the attached SOW.

• Compliance with Department of Labor Wage Determination 2015-5771, revision 28, for Hall County, Wood River, NE.

• Ability to perform janitorial services on Sundays.

• Performance of eight additional cleanings during the spring migration of Sandhill Cranes.

• Contract Type: Firm-Fixed Price

• Set-Aside: 100% Total Small Business Set-Aside

• Period of Performance: Base Period of 12 months, with up to four (4) option years.

• Base Year Period of Performance: 02/02/2026 to 02/01/2027.

• Option Year 1 Period of Performance: 02/02/2027 to 02/01/2028.

• Option Year 2 Period of Performance: 02/02/2028 to 02/01/2029.

• Option Year 3 Period of Performance: 02/02/2029 to 02/01/2030.

• Option Year 4 Period of Performance: 02/02/2030 to 02/01/2031.

• Quotes must be submitted on company letterhead with a total breakdown for each option year, including the eight extra cleanings.

• Evaluation Criteria: Best Value, based on technical capabilities, competitive pricing, optional site visit, and positive past performance history.

• An optional site visit will be offered to provide offerors an opportunity to understand the scope of work and facility conditions.

• This acquisition is a 100% Total Small Business Set-Aside.
