- Services: Structural Collapse Venue Site (SCVS) support, provision and management of contractor role players, moulage artists, and weighted manikins. The Government will not exercise supervision or control over the contractor's service providers.

Evaluation
Offeror quotes will be evaluated under FAR 12.203. The Government intends to award a contract to the responsible offeror whose proposal is most advantageous, considering price and other factors. The evaluation factors are:
- Technical Capabilities: Offerors must demonstrate experience and capabilities to provide requested services in accordance with the Performance Work Statement, outlining specific capabilities for all services and deliverables.
- Past Performance: Provide three references for work similar in scope and size, including contact information, a brief description of work completed, and contract numbers.
- Price: Offerors must provide one quote for CLIN 0001 and CLIN 1001, submitted separately from Technical and Past Performance.
