Both CLINs require services where the Government will not exercise supervision or control over contractor service providers, who are accountable solely to the Contractor. The National Guard Bureau (NGB) J3/7 provides subject matter expertise on joint doctrine, training, education, and exercises.

Evaluation
Offers will be evaluated under FAR 12.203, with award made to the responsible offeror whose quote is most advantageous to the Government, considering price and other factors. The Government is not obligated to conduct discussions or establish a competitive range. Evaluation factors include:
- Technical Capabilities: Assessment of the offeror's experience and capabilities to meet Performance Work Statement requirements. Generic statements are not acceptable; specific capabilities must be outlined.
