Bidders must complete and submit this cover sheet with their white paper. It collects essential organizational, contact, and submission routing information required by the Defense Intelligence Agency (DIA) for processing white papers related to the NeedipeDIA opportunity.

• Coversheet: Must be the latest version from NeedipeDIA and submitted as a separate file.

• Other Applicable Information: May include details on classified/proprietary discussions, foreign participation, subcontracting plans, or a Rough Order of Magnitude (ROM) for funding.
• Need Area: Offerors must identify the single most relevant Need Area from NeedipeDIA.

Solicitation

This Broad Agency Announcement (BAA) from the Defense Intelligence Agency (DIA) seeks innovative ideas and solutions to enhance its mission execution. The NeedipeDIA system facilitates engagement with industry and academia to address mission "Needs." This BAA supports rapid contracting solutions for research, study, and experimentation to advance state-of-the-art technologies relevant to the Defense Intelligence Enterprise (DIE).

• Offerors are invited to submit white papers summarizing innovative ideas and solutions that address "Needs" published on the NeedipeDIA portal.

• A two-step process is generally used: white paper submission followed by potential government review and invitation for a proposal or clarification.

• White papers should be a maximum of two pages, excluding a cover sheet, and address the eight Heilmeier questions.

• Proposals may be requested based on white paper review or through "CALL" announcements.

• The DIA anticipates multiple awards.

• Awards will be made to offerors whose submissions are determined to be the most advantageous.

• Award instruments may include procurement contracts, grants, cooperative agreements, or Other Transactions (OTs).

• Funding is not specifically reserved at this time but may be provided throughout the BAA's open period.

• White papers can be submitted at any time during the BAA open period.

• Proposals will only be accepted upon written request from the Government Contracting Officer (CO) or as published in a CALL.

• Evaluation criteria for proposals include: Overall Innovation Merit, Potential Contribution and Relevance to the DIA Mission, and Cost/Price Evaluation.

• All responsible sources are encouraged to reply, including traditional and non-traditional partners (large businesses, small businesses, academic institutions, foreign partners, etc.).

• Small business categories (SDVOSBs, WOSBs, HBCUs, MSIs, HUBZone, SDBs) are encouraged.

• There is no specific set-aside envisioned at this time.

• The BAA has a 5-year open period from December 29, 2023, to December 28, 2028.

• Specific submission deadlines for NeedipeDIA submissions do not exist, but white papers are accepted throughout the open period.
