This includes three types of trips: bottom-mounted mooring servicing (approx. every 5 months), deep-sea mooring servicing (approx. every 2 years), and drifting recorder deployment/retrieval (up to 2 times/year). Trips typically range from 2 to 8 consecutive days at sea. Primary departure port is Woods Hole, MA, with service areas including the Mid-Atlantic, Gulf of Maine, Southern New England, and New England Sea Mounts. Additional activities like eDNA water sampling and towed array surveys may occur.

Key Requirements

Vessels must be capable of safe operation in specified waters and have adequate deck space for mooring gear (e.g., 150 lb I-beam anchor, 550-900 lb deep-sea components). Accommodations must include clean berths, a minimum of one head, one shower, and a sink with hot water for scientific crew, along with sufficient potable water, fuel capacity, and galley facilities. Required electronics include VHF, single-side-band, offshore communication phone, radar, GPS, and depth sounder. The crew must include a Master, mate, engineer, and chief steward, with the Master and at least one crew member fluent in English. Offerors must complete "Attachment 1: Vessel Characteristics" detailing vessel specifications, power, equipment, accommodations, and safety features, including blueprints or scale drawings.

Contract Details

This acquisition is structured with multiple CLINs for vessel charter (12 sea days per CLIN) and Not-to-Exceed amounts for fuel. Optional sea days (up to 50), staging/de-staging days (up to 24), mobilization/demobilization days (up to 24), and dock days (up to 20) are also included. The base period of performance is October 1, 2026, to September 30, 2027, with option periods extending through September 30, 2031. The contract will be administered via the FedConnect® web portal.
