Statement of Work (SOW) / Performance Work Statement (PWS)

To provide simultaneous interpretation services, on-site support, and translation for the Near East South Asia Center's (NESA) Senior Executive Forum 01-26 (CT-01) in the D.C. Metropolitan area.

• Provide simultaneous interpretation services in English/Arabic, Arabic/English, English/Russian, and Russian/English.

• Provide interpretation equipment and on-site support.

• Provide translation services.

• The Contractor shall provide all necessary personnel, equipment, supplies, and transportation.

• The Government will not exercise supervision or control over contract service providers.

• Performance is acceptable when all tasks are delivered (95% Satisfactory, 97% Very Good, 99% Excellent).

• Equipment setup, tear down, operation, and troubleshooting/repair is acceptable when issues are resolved accurately, completely, and timely (95% Satisfactory, 97% Very Good, 99% Excellent).

• Following the interpretation schedule is acceptable when the Contractor meets all requirements as scheduled (94%/7 days Satisfactory, 96%/6 days Very Good, 98%/5 days Excellent).

• Period of Performance: February 6 – 13, 2026 (no services needed on February 7 and 8, 2026).

• Place of Performance: Fort McNair, NESA Center, and designated offsite locations within the National Capital Region (NCR).

• Interpreters must be present, systems tested, and set up prior to program start time.

• An on-site technician is required for equipment operation, troubleshooting, setup, and repair.

• A Program Manager is required for coordination, management, and system interface.

• Interpreters must present themselves professionally and possess excellent communication skills.

• Testing of interpreters may be required prior to contract performance.

• Substitutions of interpreters must meet the same requirements and be approved by the Technical Point of Contact (TPC).

• Contractor personnel must identify themselves as contractors and wear badges.

• The contract will be a Firm-Fixed Price (FFP) award.

• Security Requirements: UNCLASSIFIED setting, compliance with DoD and DSCA security protocols.

• Key Personnel: Project Manager, Arabic Interpreter, Russian Interpreter, AV Technician.

• Deliverables include a Staffing Plan and Confirmation of Equipment List.
