Scope of Work
The requirement includes the supply and installation of one new 160 TB NVR (Avigilon AI NVR 2 or newer model, cloud-ready with AI capability and remote management, minimum 5-year warranty), four kits of 10 Gb networking cables, and one analytics kit. The contractor will also be responsible for upgrading licenses for 107 existing cameras, configuring existing cameras to the new NVR, installing the NVR to the ILEA network, and installing/configuring the Video Management System (VMS) to workstations. Post-installation services include one-year 7x24 maintenance and support for the new NVR, five monthly maintenance and support services for existing video cameras, and training for up to 10 participants. An on-site Project Manager (fluent in English and Spanish) is required. All work must be completed no later than 90 calendar days after award.
Contract Details
This will result in a Firm Fixed-Price Purchase Order. The period of performance is 90 calendar days after award for completion of all work. The place of performance is ILEA San Salvador, Antiguo Cuscatlan, La Libertad, El Salvador. The estimated value for the supplies and services, including options, is $110,505.22.

Submission & Evaluation
Proposals are due by May 18, 2026, at 4:00 PM local time. Submissions must be in English, electronically in Adobe Acrobat (PDF) format, and sent to cotoab@state.gov. Offerors must complete SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), and provide proof of SAM registration. Award will be made to the lowest priced, technically acceptable, responsible offeror, based on technical acceptability and contractor responsibility (FAR 9.1).
