Original Purpose & Scope
The BAA originally sought innovative research proposals to enhance information sharing flexibility at the tactical edge. The objective was to enable secure movement of information across security domains and "red-black" boundaries, spanning heterogeneous networks (air, space, and ground) to strengthen collaboration and mission success. This was an Open, 2-Step BAA, with a partial Closed-Staggered, 2-Step BAA for TAs 1, 2, and 3. The total estimated funding was approximately $70M, with individual awards typically ranging from $1M to $24M over a 36-month period. Amendments & Cancellation

- Amendment 9 (Feb 2026): Republished again, updating proposal formatting, debriefing, DFARS clauses, provisions, and notably deleting the paragraph related to a 15% indirect cost cap.
