Submission Process

This is a hybrid announcement featuring an Open ARA for white papers and the potential for Individual Solicitations (One-Step or Two-Step). White papers submitted under the Open ARA are retained for 12 months and can be submitted anytime. They are limited to six pages and must include a Rough Order of Magnitude (ROM) cost estimate. Full proposals are only requested after a successful white paper review. Unclassified white papers should be emailed to afrl.rvkb.afrlneutronstardms@us.af.mil.

Contract & Award Details

The Government anticipates awarding multiple instruments, including FAR-based contracts (Cost-Plus-Fixed Fee, Cost Reimbursement, Firm Fixed Price, Cost Sharing, Incentive), Other Transactions (OTs) for Research or Prototype, Grants, and Cooperative Agreements. The overarching announcement has an unrestricted ceiling. Individual solicitations may specify program values. Within-scope modifications are possible due to the nature of R&D.

Evaluation Criteria

White papers are evaluated based on Technical Merit, Relevance to AFRL Programs, and Value/Cost. Successful white papers may lead to a request for a full proposal. Proposals are reviewed for technical merit, innovation, objectives, relevance, and soundness of approach.
