Statement of Work (SOW) / Performance Work Statement (PWS)

To replace existing actuators for Exhaust Fans 6 and 7 at the USDA Ardoyne farm headhouse.

• Provide all labor, parts, and materials for the replacement of two (2) existing actuators.

• Install new Siemens actuators, specifically part numbers GNP191.1P or equal, and GCA-166.U or equal.

• The scope includes disconnecting electrical connections, removing old actuators, installing new ones, and reconnecting electrical components.

• Verify communication with the Desigo front-end system and confirm the correct operation of the new actuators.

• Clean the work site of all materials and trash upon completion.

• Services must be completed in accordance with all applicable federal laws and regulations.

• Hours: Monday through Friday, between 7:30 a.m. and 4:00 p.m.

• Location: USDA, ARS, Sugarcane Research Unit, Ardoyne farm, 501 Bull Run Road, Schriever, LA 70395.

• Actuator Specifications:

  • GNP191.1P or equal: Fail Safe, 53 lb-in, 2-sec., 24Vac/dc, universal control signal, shaft diameter 1/4 to 3/4 in. round or 1/4 to 1/2 in square.
  • GCA-166.U or equal: OpenAir GCA Series, rotary, spring return, 160 lb-in (18 Nm), 24 Vac/dc, 0 to 10 Vdc control, 90 sec run time, dual auxiliary switches.

Solicitation / RFP / RFQ

This solicitation is for Grading of peanut samples to be performed at the SEA SUGARCANE RESEARCH at 501 Bull Run Road, Schriever, LA 70395. The specific requirements are detailed in Attachment 2, Statement of Work SRU Replace.

• Provide grading services for peanut samples.

• Compliance with Federal Acquisition Regulation (FAR) and United States Department of Agriculture Acquisition Regulation (AGAR) clauses and provisions is mandatory.

• Specific clauses incorporated by reference include, but are not limited to: FAR 52.212-4 (Terms and Conditions—Commercial Products and Commercial Services), FAR 52.203-17 (Contractor Employee Whistleblower Rights), FAR 52.222-50 (Combating Trafficking in Persons), and AGAR 452.203-71 (Anti-Discrimination and Diversity, Equity, and Inclusion (DEI) Compliance).

• The contract is anticipated to be awarded with one (1) one-year base period and four (4) one-year option periods, for a total duration not exceeding five (5) years.

• The Government intends to make one award.

• Evaluation will be based on the lowest price technically acceptable criteria.

• Only the lowest priced offer will be evaluated for Technical Acceptability.

• Technical Acceptability will be rated as "acceptable" or "unacceptable" based on the offeror's ability to meet all requirements.

• Price will be evaluated for fairness and reasonableness.

• Offerors must submit pricing for all items to be considered responsive.

• The period for acceptance of offers is 90 calendar days from the date specified for receipt of offers.

• Various small business provisions and certifications are listed as applicable if checked, including but not limited to HUBZone, Total Small Business Aside, and Nonmanufacturer Rule.
