This solicitation is for annual preventive maintenance (PM) services for two (2) ITOPS uninterruptible power supply (UPS) systems at the VA Southern Oregon Rehabilitation Center & Clinics (SORCC) in White City, Oregon. The goal is to ensure reliable backup power for critical IT infrastructure, supporting compliance with NFPA 99/110 and manufacturer recommendations.

• Perform OEM-recommended annual PM on two UPS systems.

• Services include battery inspection, electrical/mechanical checks, firmware verification, and environmental assessment.

• Provide documentation suitable for VA audit requirements.

• Deliverables include a PM Checklist & Report for each UPS, a Deficiency Log, and a separate repair quote for COR review and approval before repair work.

• Specific tasks include checking connections, module inspection (capacitors, fans), fuse checks, cleaning, operational tests (transfer, battery discharge), meter readings, calibration, and battery inspection.

• The contract type is contemplated to be Firm-Fixed-Price.

• The period of performance includes a base year (06-01-2026 to 05-31-2027) and two option years.

• Option Year 1: 06-01-2027 to 05-31-2028

• Option Year 2: 06-01-2028 to 05-31-2029

• The total duration of the contract, including options, shall not exceed three (3) years.

• Offers must be submitted on SF 1449, letterhead stationery, or as otherwise specified.

• Key submission items include a signed and dated offer, solicitation number, technical description, warranty terms, price, "remit to" address, and completed representations and certifications (FAR 52.212-3).

• Offers must be submitted by 05-27-2026 at 1500 EDT.

• Evaluation will be based on Price and Technical Capabilities. Technical and past performance will be combined.

• The Government reserves the right to conduct discussions if deemed necessary.

• This acquisition is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Offerors must be certified SDVOSBs listed in the SBA certification database at the time of offer and award.

• NAICS Code: 811310, Size Standard: $12.5 Million.

• Contractors must be OEM-certified or demonstrate equivalent UPS expertise.

• Submit Method of Procedure (MOP) and Job Hazard Analysis (JHA) at least 10 business days prior to work.

• Coordinate scheduling to avoid disruption of critical IT services.

• Supplemental insurance requirements are detailed, including Workers' Compensation, General Liability ($500,000 per occurrence), and Automobile Liability ($200,000 per person).

• Various FAR and VAAR clauses are incorporated by reference, including those related to security prohibitions, subcontracting limitations, and electronic submission of payment requests.
