This document is a Request for Quotation (RFQ) for the procurement of new armature coils. The government is seeking delivered prices (FOB Destination) for 6 sets of armature coils, with each set containing 160 coils.

• Complete set of New Armature Coils (1 set = 160 coils).

• Coils must be manufactured in accordance with attached DCMA Criteria, Drawings, and New Manufacturing Procedure.

• A plastic fixture will be provided by Portsmouth Naval Shipyard (PNSY) for forming verification; this fixture must be returned with the finished product.

• A pre-award inspection is required.

• Updated DCMA Criteria and ND Coil Procedure incorporate the use of the PNSY-provided fixture.

• If DCMA inspection has already been performed, it does not need to be repeated.

• If the company already possesses the 3D printed plastic fixture tool, it does not need to be sent again.

• Drawings will be provided separately upon request with a valid DD Form 2345 and signed security agreement.

• Item offered must not contain hazardous materials, or MSDS is required.

• Quote Due Date: 05/29/2026, 10:00 AM EST

• Required Delivery Date (RDD): 06/06/2026. Offers not meeting or exceeding this RDD may be considered non-responsive, and award may be made to the lowest price technically acceptable (LPTA) offeror based on soonest delivery.

• Payment Terms: Net 30 AFTER inspection and acceptance. Payment methods accepted: Government Purchase Card (GPC) or Wide Area Workflow (WAWF).

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Quotations will be evaluated for technical acceptability against specifications. Unacceptable technical submissions will not be considered further.

• The Government intends to make an award without discussions.

• Other than Certified Cost and Pricing Data may be requested to support fair and reasonable price determination.

• SAM Registration: Offerors are required to be registered and active in SAM (https://www.sam.gov/) prior to submitting an offer to prevent undue delay in award.

• Representations: All required representations must be completed and submitted with the quote; failure to do so may result in non-consideration for award.

• Inspection: Final Inspection at Destination. QA1, QA2, QA3, QA4 terms apply. QA-4 has a 7-day inspection time; QA-2 and QA-3 have a 45-day inspection time.

• Buy American Act: DFARS provisions apply for purchases over $10,000 (Balance of Payments) and $25,000 (Free Trade Agreements).

• GSA/Price Listed: Bidders must indicate if the item is price listed or a GSA item and provide relevant contract numbers or price lists if applicable.
