This is a Request for Quote (RFQ) for a new Electronic Message Center (EMC) for the Red Lake Hospital. The EMC is needed to inform the community about hospital events, closures, and other important information. It will replace an outdated and unsupported existing message center.

• Removal of the existing monochrome message center.

• Furnish and install a new Watchfire Electronic Message Center with the following specifications:

  • 41"x7'3" 10mm double-faced, Color Watchfire message center.
  • Matrix size: 90x210 (18,90000 pixels per face).
  • Viewing area: 3'x7'.
  • Color: LED RGB 18 quadrillion.
  • Viewing Angles: 150 Horizontal, 95 Vertical.
  • Capable of playing prerecorded clips up to 30FPS.
  • Brightness: Daytime: 10,000 NITS, Nighttime: 750 NITS.
  • Requires 120 volt 40 amp circuits.
  • Capable of displaying 11 lines with 42 characters per line (3" copy type).

• Offer Due Date: 03/19/2026 at 1400 CT.

• Evaluation criteria are not detailed in this document.

It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" as required by the Buy Indian Act. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation.

• Eligibility Requirements: Offerors must meet the definition of an "Indian Economic Enterprise" at the time of offer, contract award, and throughout the contract performance period.
• Notification: Contractors must immediately notify the Contracting Officer if they no longer meet eligibility requirements.
• Documentation: Contracting Officers may require documentation of eligibility.
• Registration: Successful Offerors must be registered with the System of Award Management (SAM).
• Representation Section: Offerors must indicate whether they meet the definition of an "Indian Economic Enterprise" with "Indian Ownership."
