  • Surveying/staking, clearing, earthwork, realignment, and drainage systems (surface, subsurface, drain dips, corrugated metal pipe).
  • Aquatic passage work, aggregate placement, erosion control, shoulder/cut/fill slope reconstruction.
  • Asphalt placement and restoration (grinding, overlays, patching, sealing), slope stabilization.
  • Aquatic passage construction, cattleguard installation, and installation of closure devices (gates, earthen barriers, guardrails).

Technical factors combined are approximately equal to cost or price. Offerors must price all pay items except line items 2 and 4 to be considered for the award pool. Quotes are received for the life of the BPA and reviewed at the government's convenience.

Important Notes

An amendment (posted April 11, 2025) implements FAR class deviations to align with recent Executive Orders, rendering previous solicitation versions obsolete. This amendment updates various FAR and AGAR clauses. Small construction projects ($2,000 or less) and service projects ($2,500 or less) may be awarded without competition. Vendors must indicate their proposed areas of coverage by geographic zone.
