Purpose & Set-Aside
The primary purpose is to conduct market research to identify capable, potential sources and determine if the requirement can be set-aside for small businesses or other socio-economic programs, including: Small Business, 8(a), Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran Owned Small Business (SDVOSB). Firms in these programs are highly encouraged to respond.
Submission Requirements
Interested firms must submit documentation (limited to 10 pages) addressing:
- Firm's name, address, UEI, business size, and socio-economic status.
- Minimum of three project examples similar in nature, scope, and complexity performed in the last 8 years, including detailed description, location, dollar value, dates, and prime/subcontractor role.
- Copies of performance ratings for submitted projects and resumes of key personnel.
- List of current ongoing projects, bonding amount, and expected completion dates.
- Firm's bonding capability (per contract and aggregate).
- Answers to seven specific questions regarding Project Labor Agreements (PLAs).
- For Small Businesses only: Provide capability of performing work (100% self-performance or teaming), self-performance estimate, proposed team approach, subcontractor details, and confirmation of adherence to FAR 52.219-14 (15% self-performance).
