The RFP's Evaluation Factors section indicates the PRP at the Sites are the Cyprus Tohono Corporation, which is a wholly owned subsidiary of Freeport McMoRan. Therefore the potential COIs are Cyprus Tohono Corporation and Freeport McMoran.
