Justification
The Government has determined that the Oregon Health Authority (OHA) is the only source reasonably available to meet the full requirement due to its integrated public health infrastructure, which provides unique case management, ensures continuity of care for military families, and operates a comprehensive, state-validated screening program that commercial entities cannot replicate.
