This document is a Sources Sought / Market Survey Questionnaire designed to identify potential sources for Construction Build and Design/Build requirements at NEXCOM. It aims to gauge the expertise, capabilities, and experience of construction contractors across various disciplines for NEXCOM's global locations. Responses do not guarantee participation in future solicitations or contract awards, and the government will not reimburse participants for any expenses.

• Section 1. General: Collects basic business information including Business Name, Address, CAGE Code, SAM Registration status, NAICS Codes, and Point of Contact details (Name, Phone, Email).
• Section 2. Capability: Gathers information on the company's capacity and experience, including:
  • Maximum capacity for a single contract award.
  • Maximum aggregate contract capacity per fiscal year.
  • Locations where work can be performed (referencing Attachment A).
  • Specialties offered (General, Civil, Structural, Interior, Landscaping, Electrical, Mechanical, Environmental, Communications, Fire Protection, Comms & IT, Security (CCTV), Plumbing, Other), indicating if performed In-House, Subcontracted, or Not Applicable.
  • Possession of required documents/permits/certifications for work locations.
  • Capability to perform as a prime contractor.
  • Experience with Firm-Fixed Price and Time & Material contracts.

This questionnaire is crucial for potential bidders to understand the type of information NEXCOM is seeking to identify capable contractors for future construction projects. Completing and submitting this questionnaire allows companies to express their interest and provide data that may inform future solicitations. It helps bidders assess their alignment with NEXCOM's potential needs and requirements.

It serves to inform potential bidders about the geographical distribution of Navy installations where construction projects might be relevant.

• Major U.S. Bases, Stations, and Facilities: Categorized by region (West Coast/Pacific, Southwest/California, Midwest, Northeast, Mid-Atlantic/Tidewater, Southeast, National Capital Region, Gulf Coast/Texas & Louisiana, Hawaii/Pacific Islands, Alaska).
• U.S. Territories: Lists installations in Guam and Puerto Rico.
• Overseas Navy Regions and Locations: Details facilities in Europe and Africa, Far-East, and Middle East.
• Capability Y/N: A column indicating whether a capability is present (though not populated with data in this excerpt).

This table is crucial for bidders to understand the potential geographic scope of construction projects. It helps in assessing their ability to perform work in specific regions and identify potential logistical considerations or requirements associated with different Navy installations worldwide. It may influence bidding strategy and resource allocation.

Sources Sought Notice

This notice is issued by the Navy Exchange Service Command (NEXCOM) to gather market information and identify potential sources for upcoming construction projects. These projects involve new construction, renovations, remodels, and refreshes across various disciplines to support NEXCOM's mission of enhancing the quality of life for the Navy community through retail stores, services, and hospitality operations globally. Projects are not funded by congressional appropriations and are related to retail, lodging, food services, and support facilities.

Construction activities may include, but are not limited to:

• General construction management, supervision, scheduling, coordination, and quality control.
• Civil, site, and utility construction (earthwork, grading, paving, drainage, underground utilities).
• Structural construction (concrete, masonry, steel erection, foundations).
• Architectural work (building envelope, roofing, interior build-out, finishes).
• Mechanical, electrical, and plumbing (MEP) systems.
• Fire protection and life safety systems.
• Environmental construction (hazardous material abatement, remediation).
• Specialty and low-voltage systems (security, communications, fire alarm, building automation).
• Construction cost control, value engineering, and constructability reviews.
• Compliance with building codes, federal, DoD, and installation-specific standards.
• Antiterrorism/Force Protection (AT/FP) requirements.
• Site preparation, temporary facilities, traffic control.
• Construction surveying and layout.
• Preparation of submittals, shop drawings, and closeout documentation.
• Use of CADD/BIM files.
• Construction-phase services (inspections, testing, commissioning, warranty). Projects can range from minor renovations to complete facility construction and may be located at Navy installations worldwide.

Interested and capable companies are requested to complete and return the attached Construction Questionnaire and Attachment A – Regional Capability table. Additional information (capability statements, relevant experience) should be limited to 10 digital pages.
