Scope of Work
This IDIQ will provide diverse types of supervision, personnel, and services to support AFRL's STEM Educational Services. The scope includes, but is not limited to:
- Management Support Services: Volunteer coordination, data entry, report generation, event organization, financial oversight.
- Educational and Teaching Services: Consulting, developing, and executing STEM initiatives, curriculum development, and interaction with school districts.
- Logistics and Supply Support: Assisting with material coordination for outreach events.
- Information Management/IT Support: Webmaster duties, web-enabled database development, audiovisual and graphic services, digital media creation.
- Programmatic Support: Manpower and resource planning, business development, course instruction analysis.
- Internships and Fellowships: Providing internships/apprenticeships for students and supporting summer camps/faculty fellowships. Performance may occur at various AFRL locations within CONUS and OCONUS, including Wright-Patterson AFB, OH.
Contract Details
- Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) with task orders utilizing Firm Fixed Price (FFP), Time and Material (T&M), and Labor Hour (LH) contract types.
- Set-Aside: Unrestricted (Full and Open Competition). Foreign participation is not authorized.
- NAICS Code: 611710 (Educational Support Activities) with a size standard of $24M.
- Value: Estimated maximum of $60,000,000.00 over the contract life.
- Period of Performance: A five (5) year ordering period with a six (6) year period of performance. Task Order 1 includes a base year, four option years, and a six-month extension.
Submission & Evaluation

- Proposal Validity: 180 days from submission.
- Evaluation: A "Best Value Full Trade-off" source selection process will be used. Performance Risk is significantly more important than Price. Evaluation occurs in two phases:
- Acceptability: Rated on five subfactors (e.g., Wizards of Wright!, FIRST LEGO League, AV/Web Development, STEM Apprentices, STEM Camps). An unacceptable rating in any subfactor makes the proposal ineligible.
- Performance Risk: Evaluated for each subfactor (Low, Moderate, High, Unacceptable).
- Required Documents: Proposals must be organized into four volumes: Executive Summary, Experience Volume, Small Business Subcontracting Plan, and Price. A Small Business Participation Commitment Document (SBPCD) is required and will be evaluated.
- Key Clarifications: Other Direct Costs (ODCs) are not permitted; offerors should use handling rates for materials and travel. Experience can be demonstrated through comparable K-12, postsecondary, federal, state, nonprofit, or community-based STEM outreach experience.
