  • Management Support: Coordination, data entry, reporting, event organization, financial oversight.
  • Educational & Teaching Services: STEM initiative development, curriculum, subject matter expert interaction.
  • Logistics & Supply Support: Material coordination for outreach events.
  • IM/IT Support: Webmaster, database development, audiovisual, digital media.
  • Programmatic Support: Management, resource planning, business development, scheduling.
  • Research & Analysis: Studies, evaluations, technical writing.
  • Internships & Fellowships: Support for undergraduate, graduate, high school students, summer camps, faculty/teacher fellowships.

Task Order 1, "AFRL STEM Outreach," specifically targets support for the AFRL Next-Gen Outreach office at Wright-Patterson AFB, OH, and the Greater Dayton area, including programs like "Wizards of Wright!", FIRST LEGO League, and Job Shadow Days.

Contract Details

  • Contract Type: Single Indefinite Delivery Indefinite Quantity (IDIQ). Orders may be Firm Fixed Price (FFP), Time and Material (T&M), or Labor Hour (LH).

  • Evaluation: Best Value Full Trade-off. Proposals are evaluated in two phases:
    • Phase 1 (Acceptability): Five subfactors (Wizards of Wright!, FIRST LEGO LEAGUE CHALLENGE, Audio Visual/Web Dev, STEM Apprentices, STEM Camps/Events/Activities). Unacceptable in any subfactor leads to rejection.
    • Phase 2 (Performance Risk): Rated on recency, relevancy, and depth of experience. Performance Risk is significantly more important than Price.
  • Small Business Participation: A Small Business Participation Commitment Document (SBPCD) and a Small Business Subcontracting Plan are required and evaluated.
  • Key Clarifications: Experience can be demonstrated through comparable STEM outreach (K-12, postsecondary, federal, state, nonprofit, community-based) and managing interns/fellows. Substantiating documentation can include grants, agreements, and customer letters. Offerors may rely on the experience of proposed subcontractors, joint venture members, affiliates, predecessors, and committed key personnel. Other Direct Costs (ODCs) are not permitted; use handling rates for materials and travel.
