Quick Summary

The Air Force Research Laboratory (AFRL) has issued an amendment to the Next-Gen Innovators Indefinite Delivery Indefinite Quantity (IDIQ) solicitation. This unrestricted opportunity seeks proposals for STEM Educational Services with an estimated maximum value of $60 million. The amendment extends the proposal due date to May 26, 2026, and updates several key attachments.

Opportunity Details

This is a formal solicitation (RFO Part 15 Request for Proposal) for a single IDIQ contract. The primary purpose is to acquire diverse supervision, personnel, and services to support Science, Technology, Engineering, and Mathematics (STEM) Educational Service requirements as outlined in the IDIQ Performance Work Statement (PWS). The North American Industry Classification System (NAICS) code is 611710 (Educational Support Activities) with a size standard of $24 million. Foreign participation is not authorized.

Scope of Work

The IDIQ covers a broad range of STEM educational support, including:

  • Management Support Services: Volunteer coordination, data entry, report generation, event organization, financial oversight.
  • Educational and Teaching Services: STEM initiative development, curriculum development, subject matter expert interaction.
  • Logistics and Supply Support: Material coordination for outreach events.

  • Internships and Fellowships: Support for undergraduate, graduate, high school students, summer camps, and faculty fellowships. Task Order 1 will serve as the minimum guarantee, focusing on AFRL STEM Outreach at Wright-Patterson AFB, OH, and the Greater Dayton area.

Contract & Timeline

  • Contract Type: Single Indefinite Delivery Indefinite Quantity (IDIQ)
  • Estimated Maximum Value: $60,000,000.00
  • Ordering Period: Five (5) years
  • Period of Performance: Six (6) years
  • Set-Aside: Unrestricted (Full and Open Competition)

  • Published Date: May 18, 2026 (Amendment 1)
  • Place of Performance: Various AFRL locations CONUS and OCONUS, including Wright-Patterson AFB, OH.

Evaluation & Submission

Proposals will be evaluated using a Best Value Full Trade-off approach, with the intent to award without negotiations. Evaluation is in two phases:

  1. Acceptability: Assesses performance in five subfactors: Wizards of Wright!, FIRST LEGO LEAGUE CHALLENGE, Audio Visual and Web Development, STEM Apprentices, and STEM Camps/Events. An unacceptable rating in any subfactor will lead to disqualification.
  2. Performance Risk: Evaluates recency, relevancy, and depth of experience. Performance Risk is significantly more important than Price, and all non-price factors combined are significantly more important than Price. Offerors may demonstrate experience through comparable K-12, postsecondary, federal, state, nonprofit, or community-based STEM outreach. Experience managing interns/fellows in similar environments is also considered. Team member experience is acceptable. Proposals must be submitted electronically to AFRL.PZLE.Next-GenInnovators@us.af.mil, Jessica.Briggs@us.af.mil, and Natasha.Randall@us.af.mil.
