Quick Summary

This Special Notice from the Department of the Army provides an update on the Next Generation Command and Control (NGC2) Capability Characteristics. Its purpose is to inform industry about a dedicated file repository on the Joint Communications Marketplace (JCM) where documents related to the Army's vision for a multi-vendor NGC2 ecosystem are regularly posted. The Army is actively experimenting with collaborative approaches to design NGC2 with industry.

Scope and Vision

The NGC2 ecosystem aims to provide commanders and units with seamless cloud-to-edge access for application and data services, leveraging any military or commercial transport. This is critical for detecting, synthesizing, and exploiting digital signatures on the modern battlefield, enabling decision overmatch and dominating algorithmic warfare. The multi-layer technology stack requires novel technical and business approaches to achieve Warfighting objectives.

Key Documents and Access

In July 2025, the Army's Chief of Staff approved the NGC2 Characteristics of Need (CoN) as the base requirement, along with four annexes for each layer of the NGC2 tech stack (Applications, Data, Infrastructure, and Transport). These five documents are crucial for understanding the evolution of Army requirements and the NGC2 vision. Additionally, in December 2025, the emerging NGC2 architecture was posted for industry feedback on composable architecture, data layer design patterns, and software deployment readiness.

These documents are available on the NGC2 JCM site at https://jtnc.experience.crmforce.mil/JTNC/s/login/ (navigate to "More Communities," then "Army," then "Next Gen Command & Control (NGC2)"). Access to the NGC2 community page requires specific registration.

Controlled Unclassified Information (CUI) Access

To view CUI documents within the NGC2 community, companies must possess a Joint Certification Program (JCP) number. The Data Custodian designated on block 3A of the DD Form 2345 is the only authorized individual to download controlled attachments. Detailed instructions for applying for JCP certification are provided at https://www.dla.mil/Logistics-Operations/Services/JCP/, with questions directed to jcp-admin@dla.mil.
