Scope of Work

The requirement is for a 36-month rental of a next-generation network security firewall solution. Key aspects include:

• Equipment: Enterprise-grade firewall with redundant power components. Ownership remains with the contractor.
• Architecture: Must utilize a single-pass or unified traffic inspection architecture.
• Security Subscriptions: Comprehensive suite including advanced threat prevention, malware analysis/sandboxing, URL/web content filtering, DNS-based security, and secure connectivity/traffic optimization.
• Implementation: Migration of existing configurations and policies without network disruption, ensuring compliance with WRAIR-AFRIMS IDS STIGs and cybersecurity policies.
• Support: 24x7 technical support for incident response, troubleshooting, and hardware maintenance/replacement, including four (4) onsite incidents.
• Deliverables: Deployed firewall, active security subscriptions, successful migration, compliant system, continuous support and maintenance, and configuration documentation. The specific approved solution is Palo Alto Networks PA-3410 with associated services.

• Contract Type: Firm Fixed Price purchase order.
• Period of Performance: 36-month rental period, commencing February 26, 2026.
• Pricing: All prices must be in Thai Baht; Value Added Tax (VAT) is not applicable.
• Set-Aside: This acquisition is unrestricted.

• Submission Method: Electronically to BangkokGSOProcurement@state.gov. Submissions must be in Adobe Acrobat (PDF) format, with each email attachment not exceeding 25MB.
• Required Forms: SF-1449, Section 1 (Pricing), Section 5 (Representations and Certifications), and Attachment 1 (Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire). The C-SCRM questionnaire requires details on vendor risk management and personnel security practices.
• Evaluation: A comparative evaluation will determine the best value, considering technical capabilities, past performance, and price. This is not an LPTA or trade-off process. Offerors must meet basic responsibility standards and pass a C-SCRM Go/No-Go review. The government intends to award based on initial quotations but may hold discussions.

Eligibility

Offerors must demonstrate an established business presence in Thailand and provide relevant experience. They must also be authorized distributors or partners of Palo Alto products.
