This procurement was conducted using other than full and open competition, justified by a Justification and Approval (J&A) document. Woodward Inc. was identified as the sole responsible source. This is due to their proprietary hardware and software, the government's lack of technical data rights, and the inability to reverse engineer the system. Previous Sources Sought and synopsis notices yielded no responses from other potential sources. Woodward Inc. is the Original Equipment Manufacturer (OEM) and the sole developer, designer, and fabricator of the XT FADC, and declined to release or sell the rights to the necessary technical data.
Evaluation
As this is a justification for a sole-source procurement, it was not a solicitation for proposals. The Contracting Officer will determine fair and reasonable cost prior to award, based on a formal price proposal from Woodward Inc.
