The Industry Day aims to facilitate discussion with industry partners on potential solutions, challenges, and technologies for a next-generation SRS. The Navy's goal is to acquire a new system within five years of a design development contract award.
Key Technical Objectives & Desired Characteristics
The Navy seeks innovative solutions for a new SRS with the following key capabilities and characteristics:
- Materiel Solution: Multiple, commercially classified, small, and highly transportable rescue vehicles.
- Decompression: Integrated decompression capabilities within rescue vehicles for Disabled Submarine (DISSUB) survivor rescues.
- Performance: High operational availability, rapid transportability, highly sustainable configuration, fast "time to first rescue," and reduced overall life-cycle costs.
- Certification: The final solution must be commercially certified by an International Association of Classification Societies (IACS) member.
- Flexibility: PMS390 is open to various contracting, ownership, operation, maintenance, and supportability strategies.
- System Design: Small, modular, air-transportable, maximizing commercially available products, low maintenance, high reliability, and redundancy.
- Operational Environment: Capable of rescuing personnel from up to 5 Atmospheres Absolute (ata), with 3ata considered if it significantly reduces size/weight.
- VOO Compatibility: Minimize system footprint and consider shipboard crane usage.
- Medical Support: Include additional portable hyperbaric chambers.
- Modularity & Open System: Design for future integration, portable, configurable modules, compatible for saturation diving, and an open system approach is encouraged.
- Depth Capability: Support internal depths of 300msw.
Industry Day Logistics & Agenda
The event is in-person only at 1100 New Jersey Ave SE, Washington, DC 20003. Foreign nationals are eligible to attend with a completed Foreign Visitor Request (FVR) form. Each company is limited to three representatives. The agenda for September 2, 2026, includes:
- Navy Program Overview (60 min): Presentation of requirements, system expectations, materiel solution framework, and path forward.
- Open Q&A Forum (30 min): Moderated session for attendee questions.
- One-on-One Meetings (30 min each): Private sessions for registered and approved companies to discuss proprietary capabilities.
Registration & One-on-One Meetings
Companies must register by Thursday, August 6, 2026, at 15:00 EST. Registration details required include primary POC, company name/address, full names of up to three designated attendees, and FVR forms (if applicable). To request a one-on-one meeting, include the request in the registration email and attach an abstract proposing specific solutions and technical ideas aligned with the materiel solution and desired system characteristics. Generic corporate capability statements will not be accepted for one-on-one sessions. Government representatives will review all abstracts and select companies for the limited one-on-one slots.
