Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD, intends to negotiate on a sole-source basis with ILLUMINA, INC for the NextSeq 1000 Sequencing System. This presolicitation notice is for the acquisition of a critical system used by the Armed Forces Medical Examiner System DNA Operations (AFMES-DNA OPS) to support their mission. Capability statements are due by July 1, 2026, 12:00 P.M. EST.

Scope of Work

The NextSeq 1000 Sequencing System provides a fast, integrated DNA-to-analysis workflow for rapid sequencing of targeted panels, whole mitochondrial genomes, and single nucleotide polymorphism (SNP) analysis. The system is a replacement for end-of-life equipment and is essential for AFMES and the Defense POW/MIA Accounting Agency (DPAA) in identifying missing service members. Key technical requirements include:

  • System Type: Next-generation sequencing (NGS) platform with integrated cluster generation, sequencing, and onboard data analysis.
  • Chemistry: Must utilize Illumina's XLEAP Sequencing by Synthesis (SBS) chemistry for compatibility with existing validated forensic assays.
  • Data Quality: Achieve ≥90% of bases higher than Q30 for common read lengths.
  • Read Lengths: Support flexible read lengths including 2x50 bp, 2x100 bp, 2x150 bp, and 2x300 bp.
  • Output: Flexible output up to 120 Gb per run.
  • Scalability: Direct, on-site architectural upgrade path to a NextSeq 2000 System.
