Statement of Work (SOW)

To procure non-personal welding services for Nickel-Aluminum-Bronze (NAB) weld repair at the Naval Foundry & Propeller Center (NFPC) in Philadelphia, PA.

• A three-year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for weld services.

• Requires two (2) certified welders per task order, for a duration of two weeks (80 hours) per trip, with a maximum of ten (10) trips per contract year.

• Welders will perform multi-pass welding repairs using Mig & Tig processes on small and large NAB structures, including repairs at depths of 6 inches or more.

• Tasks include building up metal to required surface levels with minimal distortion and performing small thin gage weld repairs.

• Welders must be capable of performing all welding positions (vertical, horizontal, overhead) and working with NFPC's fluctuating schedule.

• All travel, material, and other direct costs are to be included in the FFP for each order.

• Weld procedures must be completed in accordance with specified applicable documents (listed in Section 2.0).

• Contractor shall submit applicable Weld Procedure Specification (WPS) and Procedure Qualification Record (PQR) for all personnel prior to work.

• Quality Assurance (QA) reserves the right to perform on-site surveillance.

• Period of Performance: Three years.

• Place of Performance: Naval Foundry & Propeller Center, 1701 Kitty Hawk Ave, Philadelphia Navy Yard, Philadelphia, PA 19112.

• Personnel: Two (2) welders required per order, one serving as the Point of Contact (POC) for technical direction and on-site supervision.

• Certifications: Welders must possess a NAVSEA approved weld workmanship program and nondestructive testing (NDT) certification.

• Security: Requires access to classified naval components (Confidential level). Contractor personnel must have an open investigation or favorable adjudicated Tier 3 investigation and obtain appropriate badges. Dual citizenship holders will not be granted security clearance for NFPC facilities. A Facility Security Clearance (FCL) at the CONFIDENTIAL level is required within 14 days of award.

• Equipment: Contractor provides all welding equipment, tools, PPE, and materials. Government provides floor space, water, gas, compressed air, electrical support, and storage.

• Reporting: Contract Technical Report (CDRL A001) and Contractor’s Personnel Roster (CDRL A003) are required.

• Training: Contractor personnel must complete various government-mandated security and awareness training (e.g., Antiterrorism, OPSEC, Cybersecurity).

Amendment / Modification

This amendment to the solicitation serves two primary purposes:

• To update various Statement of Work (SOW) requirements.

• To extend the response due date for the solicitation.

• Statement of Work (SOW) requirements have been modified.

• The proposal response due date has been extended from 03 Apr 2026 to 22 May 2026.

This solicitation is for a three-year Firm-Fixed-Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) weld service contract for Nickel-Aluminum-Bronze (NAB) casting weld repair services at the Naval Foundry & Propeller Center (NFPC) in Philadelphia, PA. The services support the fabrication of hardware for naval propulsor component construction.

• Personnel: Two (2) NAVSEA-approved welders are required per order, with one serving as the work leader. Welders must be certified and possess specific experience, including welding NAB at depths of six inches or more and in confined spaces.

• Welding: Multi-pass welding using Mig & Tig processes is required. Welds may be deep (up to 6 inches) or thin gage. Welders must perform in vertical and horizontal positions.

• Equipment: Contractor must provide all necessary welding equipment, tools, and materials. Government will provide floor space, water, compressed air, and electrical support.

• Certifications: Submission of applicable Weld Procedure Specifications (WPS) and Procedure Qualification Records (PQR) is required prior to work. Welders must submit NAVSEA-approved weld workmanship program and NDT certifications 10 days prior to arrival.

• Security: Work involves classified naval components (confidential level). Personnel require appropriate security clearances and must adhere to NFPC security protocols. DISS visit security requests are required.

• Deliverables: Includes technical reports, contractor personnel rosters, welding plans, and WPS.

• Contract Type: Firm-Fixed-Price (FFP) IDIQ.

• Period of Performance: May 14, 2026, to May 14, 2029 (three years).

• Minimum Order: $500.00 or one (1) each over the life of the contract.

• Maximum Per Order: 5 Each.

• Government Minimum/Maximum to Order: 1 Each minimum, 15 Each maximum.

• Proposal Submission: Technical and Price proposals are required. Past performance information for up to five projects is required. Pricing must be submitted for CLINs 0001-0003.

• Evaluation: Quotes will be evaluated for price and technical acceptability. Award will be made to the lowest-priced technically acceptable offeror.

• Key Deadlines: Questions due 10 days from solicitation release. Offers due April 7, 2026, 05:00 PM.

• This acquisition is unrestricted.

• HUBZone small business concerns may receive a price evaluation preference.

• All proposed personnel must be U.S. citizens.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-4 by reference.

• Specific welding specifications and standards are detailed in Section C and referenced documents.

• Payment will be made via Wide Area WorkFlow (WAWF).
