Submission & Evaluation
No submissions are accepted to the general solicitation. Abstracts and proposals will only be reviewed in response to open Topic Calls. Offerors must register in SAM.gov. For classified topics, registration with the Classified IC-Acquisition Research Center (IC-ARC) is required. Grant applicants for specific topics (e.g., Topic 6 - MUSE 2) must submit via Grants.gov. Proposals undergo an 8-step evaluation process, including Conformance, Scientific/Technical Merit, Resource Analysis, and Cost/Price evaluation.
Eligibility
All responsible sources are eligible to submit proposals. Specific conditions apply to Federally Funded Research and Development Centers (FFRDCs) and Government Entities.
