The National Geospatial-Intelligence Agency (NGA), in support of its Platform Services office, is conducting a Request for Information (RFI) to gather industry insights on implementing a cost-effective, "Configuration as a Service" centric platform. This platform will deliver bundled NGA Common Operations Release Environment (CORE), Helm-Infrastructure as a Code (IaC) solutions, adhering to Department of War (DoW), Intelligence Community (IC), and NGA-specific IT and cyber requirements. Responses are due by 5:00 pm ET on February 20, 2026.
Scope of Work
NGA is seeking information on how contractors would implement a platform capable of:
- Developing bundled NGA CORE DevSecOps environment solutions using Helm/IaC.
- Supporting deployment to both internet-connected and air-gapped environments.
- Including deployment solutions for initial CORE DevSecOps service offerings: Source Control Management (SCM) & CI/CD Pipeline (GitLab), Artifact store (Nexus), CORE PaaS (OpenShift), Code Quality (SonarQube), and Security tools (Fortify, OWASP, Anchore, Grype).
- Operating under a "bring your own license" model.
- Providing support for teams without NGA affiliation for CORE product line IaC and Helm deployment.
- Demonstrating monthly complete deployment of the CORE environment.

Submission & Evaluation
Responses should be submitted as a white paper (Microsoft Word, max 10 pages). Questions and RFI responses must be uploaded to the CORE Helm-IaC effort on the classified ARC site, OR emailed to Charlene.K.Fowler@nga.mil and Travarus.D.Davis@nga.mil. This RFI is for planning purposes only and does not constitute a commitment to award a contract. The Government may contact respondents for follow-up questions or one-on-one sessions.
