Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for providing Technical Surveillance Countermeasures (TSCM) and Technical Development Support Services to the National Geospatial-Intelligence Agency (NGA), Office of Counterintelligence (SIC). The objective is to protect sensitive facilities, information, and communications from unauthorized access or exploitation by detecting, deterring, and neutralizing technical surveillance threats.

The contractor shall provide non-personal services to support the NGA Office of Counterintelligence. Key functional areas include:

• Technical Surveillance Countermeasures (TSCM): Conducting pre-construction surveys, emergency surveys, routine surveys, and in-place monitoring to detect and neutralize eavesdropping devices and other technical threats.
• Data Engineering: Designing, implementing, and managing databases and data pipelines for technical security and signals countermeasures (TSSC) operations and analysis.
• Software Development: Designing, coding, testing, and maintaining custom software applications for TSSC operations, including analysis tools and reporting applications.
• Front-End Development: Creating intuitive, responsive, and effective user interfaces for TSSC applications, including data visualization components and secure login interfaces.
• Back-End Development: Developing server-side logic, APIs, and system integration for TSSC applications, ensuring secure data access and efficient processing workflows.
• TSSC Analysis: Conducting technical assessments and analysis of potential security vulnerabilities and developing countermeasures.

Expected outcomes include successful detection and neutralization of surveillance devices, comprehensive documentation of vulnerabilities with mitigation recommendations, and timely emergency response. Specific deliverables include various reports (e.g., TSCM activity reports, data engineering status reports, software development status reports), transition plans, and quality control plans.

• Period of Performance: One twelve-month base year, plus four twelve-month options.

• Place of Performance: Primarily DOW facilities in Washington, DC. May include other DOW facilities and partner facilities within a 50-mile radius. Work will generally be at government-provided sites (GPS).

• Security: Contractors must comply with DD Form 254, NISPOM, and other applicable security policies. Personnel may require TS/SCI clearances and may be subject to polygraph examinations. Strict adherence to security protocols for classified and unclassified information is required.

• Personnel: Seven specific positions are required, including TSCM Practitioner, Senior TSCM Practitioner, TSSC Analyst, Data Engineer, Software Developer, Front-End Developer, and Back-End Developer. Specific qualifications, certifications, and experience are detailed for each role.

• Organizational Conflict of Interest (OCI): Potential OCI may arise, and contractors must notify the Contracting Officer and provide an OCI Mitigation Plan if necessary.

• Travel: CONUS/OCONUS TDY may be required, with varying notification periods based on urgency. Personal passports are required for potential OCONUS travel.

• Government-Furnished Equipment (GFE): Includes workstations, office furniture, telephones, printers, scanners, and specialized TSCM equipment.

• Contractor-Furnished Equipment: Includes personal protective equipment and contractor credit cards for travel.

• Quality Control: A Quality Control Plan (QCP) is required to ensure quality and performance.

• Non-Disclosure Agreements (NDA): Required for all employees accessing sensitive information.

• Training: Annual mandatory training is required for all contractor personnel.

• Cybersecurity: Compliance with NIST SP 800-171 and other cybersecurity requirements is mandatory. Incident reporting procedures are detailed.

Request for Information (RFI)

This RFI is issued by the National Geospatial-Intelligence Agency (NGA) to gather information on potential contractors capable of providing technical security support services. These services are intended to integrate, enhance, and optimize technical security and signals countermeasures programs to protect national intelligence, sources, methods, sensitive compartmented information, and associated facilities, systems, and networks.

The NGA is seeking information to determine if adequate competition exists for services outlined in the NGA TSCM Draft Statement of Work (SOW) dated 25 March 2026. The functional areas include:

• Technical Surveillance Countermeasures (TSCM): Pre-Construction Surveys, Emergency Surveys, Routine Surveys, In-Place Monitoring

• Data Engineering: Database design, implementation, and management

• Software Development: Application design, coding, testing, and maintenance

• Front-End Development: User interface design and implementation

• Back-End Development: Server-side logic and API development

• Technical Security and Signals Countermeasures (TSSC) Analysis: Technical security assessments and analysis

• Period of Performance: Base September 2026 – September 2027, with four one-year option periods through September 2031.

• Locations: Springfield, VA and St. Louis, MO.

• Security Requirements: Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) is required. Personnel must possess active TS/SCI clearances. A Counterintelligence polygraph may be required.

• Response Format: A white paper, not to exceed 5 pages, in Microsoft Word for Office or compatible format.

• Due Date: 5:00 pm ET on 14 April 2026.

• Evaluation: This RFI is for information and planning purposes only and does not constitute a commitment to contract. No proposals are being sought at this time.

• Responders are asked to provide information regarding their business type, including small business status (e.g., Small Business, Small Disadvantaged, HUBZone, Woman-Owned) and participation in mentor/protégé programs.

• Recommendations regarding potential small business set-asides are invited.

• This RFI does not commit the Government to a contract or future RFP.

• All costs associated with responding are at the interested party's expense.

• Submissions become Government property and will not be returned.

• Proprietary information must be minimized and clearly marked.
