Justification for Sole Source
The modification was awarded under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, citing "only one responsible source." Northrop Grumman Systems Corporation is the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS. Transitioning to another source would require an estimated $4.8 billion and up to eight years for development, qualification, and testing, leading to unacceptable delays in meeting critical program requirements. Efforts to solicit offers included a sources sought waiver and a pre-solicitation notice on SAM.gov, which received no responses.
Future Competition
NAVAIR currently has no plans to compete future contracts for these supplies and services. Future competition will be assessed only if another potential source emerges.
