Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), National Geodetic Survey (NGS), is conducting a Sources Sought for NGS Alignment CORS Processing and Coordinate Products. This market research aims to identify small businesses capable of developing a scalable framework for generating authoritative coordinates for Continuously Operating Reference Stations (CORS). Responses are due by May 29, 2026, at 12:00 PM EST.
Purpose & Scope
NOAA/NGS seeks to develop a repeatable processing framework to generate authoritative coordinates for Geodetic Reference Points (GRPs) associated with CORS not currently included in existing NGS multi-year coordinate solutions. This effort will align coordinates with the modernized National Spatial Reference System (NSRS). The work involves ingesting and managing GNSS observation data, implementing multiple independent processing approaches, performing validation and quality assurance, and developing operational coordinate products and documentation.
Key Requirements
The contractor must demonstrate expertise in:
- Global Navigation Satellite System (GNSS) data processing
- Geodetic reference frames and network adjustment methodologies
- Metadata management, coordinate estimation, and QA/QC
- Operational geodetic workflows
- Evaluating consistency and stability of coordinate solutions
- Compliance with DOC, NOAA, and NGS IT security requirements. Government Furnished Information (GFI) will include NOAA CORS Network data and GNSS observation datasets.
