• Site Visits: The government will not conduct site visits for interested companies.

This clarification confirms that site visits will not be offered. Bidders should note that a kick-off meeting is planned post-award, as detailed in the SOW.

Solicitation / RFP / RFQ

This solicitation is for the "NH-139 VTC UPGRADE" project, procured by NAVSUP Fleet Logistics Center Norfolk for the Naval Information Warfighting Development Center (NIWDC) located at NSA Norfolk. The government is seeking to procure Video Teleconferencing (VTC) systems and associated equipment, including design, production, delivery, and installation, to support mission capabilities at the headquarters location.

• Design, production, delivery, and installation of VTC systems and stand-alone equipment.

• Equipment must be compliant with the Navy and Marine Corps Intranet (NMCI) Approved Parts List (APL).

• Specific VTC systems are required for three locations: Command Conference Room 176, Command Auditorium RM 177, and Visiting Flag Officer Conference RM 188.

• The contractor shall furnish all labor, supervision, materials, tools, equipment, and expertise necessary for installation.

• Disposal of existing VTC equipment is required.

• Mandatory kick-off meeting within two weeks after award.

• Biweekly progress reports or meetings are required.

• The contractor must provide a single point of contact (POC) for overall management and supervision.

• Installation must adhere to all applicable federal, state, and local building codes and regulations.

• Security requirements include U.S. Citizenship for personnel working in classified areas; security clearance is not required.

• Contract Type: Firm Fixed Price (FFP) delivery order.

• Period of Performance: Within two weeks after award of contract for delivery and installation, with a final delivery date no later than October 8, 2026.

• NAICS Code: 541519 (Other Computer Related Services) with a size standard of $30 million.

• Quotes are due by 10:00 AM EST on June 10, 2026.

• Quotes must be compatible with Microsoft Office Suite version 2010 (Excel) and virus-free.

• Evaluation will be based on best value to the Government, considering price and other factors.

• Quotes must meet minimum specifications and be on the Approved Parts List (APL).

• Cisco brand name items are required; no substitutions will be accepted for these specific items.

• Origin of country for all quoted items must be provided.

• A technical submission demonstrating compliance with specifications and delivery lead times is required.

• A price quote with individual pricing for each CLIN and ELIN is required.

• This acquisition is unrestricted.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-5 by reference.

Justification for Other Than Full and Open Competition (J&A)

This document justifies restricting competition for the procurement of three (3) Video Teleconference (VTC) Suites for the Naval Information Warfighting Development Center (NIWDC) Norfolk, VA. The acquisition is necessary to replace end-of-life equipment and restore mission-critical command and control, operational synchronization, and secure communication capabilities.

• Procurement of brand-name VTC equipment for three specific rooms: Command Conference Room 176, Command Auditorium RM 177, and Visiting Flag Officer Conference RM 188.

• Equipment includes displays, tilt mounts, power amplifiers, loudspeakers, microphones, control systems, touch panels, network switches, encoders/decoders, and Cisco Webex Room Kits.

• All equipment must be from the Approved Parts List (APL) from the Navy and Marine Corps Intranet (NMCI) and compatible with the existing SCIF environment.

• The estimated completion date is 10/08/2026.

• The contract will be funded with FY26 Navy Operations & Maintenance (O&MN) appropriations.

• This document is a justification for a sole-source acquisition under FAR 6.103-1, citing the need for only one responsible source.

• The government conducted market research and found limited responses, leading to this justification.
