Submission & Evaluation
Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) process. Evaluation factors include:
- Technical Approach: Rated Acceptable/Unacceptable, focusing on compliance with the Statement of Work (SOW), including a draft sampling plan, draft testing plan, previously completed Certificate of Analysis (COA), and draft Safety Data Sheet (SDS). Technical response, SDS, sampling plan, and testing plan are each limited to 10 pages.
- Past Performance: Rated Acceptable/Unacceptable, based on relevancy, recency (within 3 years), and quality from CPARS/government systems.
- Price: Evaluated for accuracy, fairness, reasonableness, and completeness, using the provided Excel CLIN structure. Proposals must be submitted electronically to Ivan.Badillo@dla.mil and Michelle.Harrison@dla.mil and remain valid for 180 calendar days.
