  • Services: Five-day OCONUS In-Country Training for operators and maintenance users of the specified NVDs. Training sessions are limited to 10 students, conducted in English, and require customer-provided facilities and hardware.

Evaluation & Award

Award will be made to the responsible offerors with the Lowest-Priced, Technically Acceptable (LPTA) proposals and satisfactory past performance. Price evaluation will be based on the lowest average price across all Contract Line Item Numbers (CLINs) and performance years. The lowest three average-priced proposals will proceed to technical evaluation. Offerors must provide a detailed technical proposal demonstrating compliance with salient characteristics and include specification/data sheets for each item. Satisfactory past performance is required; offerors with no record will be considered satisfactory.

Key Requirements for Offerors

  • CMMC: CMMC Level 2 (Self) and CMMC Unique Identifier (UID) must be provided in the proposal (DFARS 252.204-7025).

  • Shipping: Vendors will not ship items directly; DCMA will arrange pick-up. Packaging must comply with ASTM D 3951-18 and MIL-STD-129R. Inspection of hardware is at the source, and training inspection is at the destination.
  • Proposal Content: Must include solicitation number, authorized signature, business size, schedule of offered items (unit/total price), technical proposal, specification/data sheets, up to three past performance contacts, FAR 52.212-3 Representations and Certifications, and amendment acknowledgements.
