Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for supplying Purge Kits, Specialized Tool Sets, Accessories, Consumable Spare Parts, Test Sets, and Outside Contiguous United States (OCONUS) Training for Commercial Equivalent Night Vision Devices (NVDs), specifically PVS 7, PVS 14, and AVS 6 types. These supplies and training are intended for Foreign Military Sales (FMS) cases.

Hardware Deliverables:

• Purge Kits: For PVS-7/-14 and AVS-6 NVDs, including nitrogen bottles, hoses, adapters, regulator sets, carrying cases, and operator manuals.
• Specialized Tool Kits: For PVS-14 and AVS-6 NVDs, containing calibrated torque screwdrivers, wrenches, hex drivers, and operator/instruction manuals in hard carrying cases.
• Standard Accessories Kits: For PVS-7, PVS-14, and various AVS-6 configurations, including head/helmet mounts, brow pads, eye cups, demist shields, sacrificial windows, lens caps, lens paper, neck cords, shoulder straps, carrying cases, and batteries.
• Tactical Accessories: For PVS-7 and PVS-14 NVDs, including head mount assemblies, magnifiers, compass assemblies, and retaining cords. For AVS-6, includes lanyard, hook attachments, clip-on power source, and low-profile battery pack.
• Consumable Spare Parts: For PVS-7, PVS-14, and AVS-6 NVDs, including items like brow pads, eye cups, demist shields, lens paper, neck cords, shoulder straps, and batteries.
• Test Sets: Including TS 4348/UV, ANV-20/20 Infinity Focus System, and ANV-126A types for PVS-7, PVS-14, and AVS-6 NVDs, with associated adapters, batteries, cases, and manuals.

Services:

• OCONUS Training: Five-day training (3 days classroom, 1 day setup, 1 day wrap-up) for operators and maintenance users of the specified NVDs. Each day includes two 4-hour sessions. Training is limited to 10 students per session and conducted in English. The customer country must provide facilities and NVD hardware.

• Items shall meet performance criteria specified in Appendix A and manufacturer drawings.

• Training evaluation documents are required per CDRL A001.

• Contractor shall provide email verification of new production hardware.

• Period of performance is not explicitly stated but covers the duration of the contract.

• Training is OCONUS.

• Inspection, testing, and acceptance are at Origin.

• DMSMS: Contractor must notify the government of Diminishing Manufacturing Sources and Material Shortages issues per CDRL A002.

• Security: AT Level I, iWATCH, OPSEC, and CMMC Level 2 compliance are required for handling ITAR/EAR controlled information related to NVDs, per DFARS 252.204-7012 and NIST SP 800-171.
