Quick Summary

The U.S. Army is conducting a Request for Information (RFI) to identify commercial-off-the-shelf (COTS) Night Vision Device Carry Pouches and Administrative Pouches. These pouches must be compatible with the Modular Lightweight Load-carrying Equipment (MOLLE) system and Berry-Amendment compliant. This RFI aims to gather information for an experiment with Soldiers to inform future requirements and potential solicitations. Responses are due by May 12, 2026.

Scope of Interest

The Army is seeking COTS pouches for two primary uses:

  • Night Vision Device Carry Pouch: Must house an Enhanced Night Vision Goggle-Bravo (ENVG-B) and its components (device, battery pack, helmet mount, extra batteries). It should prevent damage, be water-resistant, OCP/multi-cam, Made in U.S., and Berry-Amendment compliant. An optional separate pouch for the helmet adapter is acceptable.
  • Administrative Pouch: Designed to carry administrative articles like small notebooks and writing tools for squad/team leaders. It must be water-resistant, OCP/multi-cam, and Berry-Amendment compliant. Both types of pouches must be compatible with the MOLLE interlocking attachment system. The information gathered will support an experiment to identify key characteristics for formal requirements and potentially inform a future solicitation.

Submission Requirements

Interested parties should submit responses via email ONLY to Mr. Blaise Liess (blaise.p.liess.civ@army.mil) and Mr. John Kirk (john.kirk.civ@army.mil), with a courtesy copy to the Contracting Officer and Specialist. Submissions must include:

  • Company name, CAGE code (if available), and business size (large or small, including socioeconomic status).
  • Location of manufacturing.
  • Product description, photos/illustrations, and retail price.
  • Production capacity and description of quality management system.
  • Firm's experience, personnel, and facilities.
  • Technical information (literature, test data, illustrations, patents).
  • Applicable NAICS code and GSA Federal Supply Schedule contract number (if applicable).
  • Optional: Product samples (no payment will be made for samples).
