Performance Work Statement (PWS)

To provide Roman Catholic Priest Night-Time On-call Services for the Naval Medical Center San Diego (NMCSD) and associated Branch Clinics to ensure adequate pastoral care and sacramental services for Roman Catholic patients and staff.

• Provide Roman Catholic Priest Night-Time On-call Services, including sacraments, visitation, and counseling.

• Respond to emergencies or crises requiring pastoral care within 2 hours of contact.

• Perform a full range of pastoral services on-site as dictated by the Roman Catholic faith.

• Visit patients/personnel who request a priest, are on a Serious/Very Serious List, or upon occasion of death.

• Refer patients to Pastoral Care Services for continued care, respecting confidentiality.

• Provide spiritual and pastoral care to Catholic patients and their families.

• Respond to emergencies or crises within 2 hours.

• Maintain an adequate workforce for uninterrupted performance.

• Develop and maintain an effective Quality Control (QC) program.

• Comply with all Government policies, regulations, and security requirements (including HIPAA).

• Contractor personnel must be identifiable as contractor support.

• Period of Performance: Base Year: March 29, 2026 – March 28, 2027; with four Option Years extending through March 28, 2031.

• Place of Performance: Pastoral Care Services Department, Naval Medical Center, San Diego (NMCSD), San Diego, CA.

• Personnel: Must be an ordained Roman Catholic priest in good standing, endorsed by the Archdiocese for the Military Services. Requires a Master of Divinity or equivalent, at least 3 years of professional ministry experience, and recommended Clinical Pastoral Education (CPE) and Board Certification.

• Security: Requires TIER 1 Non-Sensitive clearance. Compliance with DoD 8570.01-M, HIPAA, and other relevant security regulations is mandatory. Contractor personnel will require CAC cards.

• Government Furnished Items: Beepers, access to facilities, telephones, facsimile machines, copiers, and computers.

• Contractor Furnished Items: All other necessary supplies, equipment, facilities, and services.

• On-Call Hours: 1st – 16th nights of each month, from 1600 - 0700 on weeknights, and 0700 - 0700 on Saturdays, Sundays, and holidays.

• Quality Control: Contractor must submit a written Quality Control Plan (QCP) within 30 days of award.

• Reporting: Key Personnel List, Qualifying Documentation, Quality Control Plan, Security Investigative Package.

• Legal: Contractor personnel must be U.S. Citizens. Compliance with ethical conduct standards is required.

• Provide Roman Catholic Priest Night-Time On-call Services.

• Offer spiritual and pastoral care to Catholic patients and their families.

• Respond to emergencies or crises requiring pastoral care within 2 hours of contact.

• Perform services on-call from the 16th to the 31st nights of each month, from 1600-0700 on weeknights, and 0700-0700 on Saturdays, Sundays, and holidays.

• Services include sacraments, visitation, and counseling.

• Respond to emergencies/crises within 2 hours.

• Maintain 100% compliance with administrative requirements.

• Achieve 98% positive interaction with patients and staff.

• No more than 2 late arrivals per quarter for on-call services.

• Base Period: March 29, 2026 – March 28, 2027

• Option Years: Four additional years through March 28, 2031

• Contractor is responsible for all medical, dental, and professional liability insurance.

• Contractor must provide a Quality Control Plan within 30 days of award.

• Government will provide a beeper device and access to facilities. Government will also provide telephones, facsimile machines, and copiers for official use.
