Performance Work Statement (PWS)

This PWS outlines the requirements for providing Roman Catholic Priest Night-Time On-call Services to support the Naval Medical Center San Diego (NMCSD) and its associated Branch Clinics. The goal is to ensure adequate pastoral care and sacramental services for Roman Catholic patients and staff due to a decreased availability of Navy Catholic Chaplains.

• Provide non-personal services for Roman Catholic Priest Night-Time On-call Services.

• Offer spiritual and pastoral care, including sacraments, visitation, and counseling to Catholic patients, their families, active-duty military personnel, dependents, and eligible Navy civilian employees.

• Respond to emergencies or crises requiring pastoral care within 2 hours of contact.

• Perform a full range of pastoral services on-site, within the parameters of ordination and faith dictates.

• Visit patients requesting a priest, those on a Serious/Very Serious List, and attend to needs upon death.

• Refer patients to Pastoral Care Services for consultations as needed.

• Maintain confidentiality of communications.

• Respond to emergencies/crises within 2 hours.

• Maintain 100% compliance with administrative requirements.

• Achieve 98% positive interaction with patients and staff.

• No more than 2 late arrivals per quarter for scheduled services (unless pre-approved).

• Period of Performance: March 29, 2026 – March 28, 2031 (Base year plus four option years).

• Place of Performance: Pastoral Care Services Department, Naval Medical Center, San Diego, CA 92134-5000.

• Personnel Qualifications: Must be an ordained Roman Catholic priest in good standing, endorsed by the Archdiocese for the Military Services. Requires a Master of Divinity or equivalent, at least 3 years of professional ministry experience (2 post-M.Div.), and recommended completion of Clinical Pastoral Education (CPE) and Board Certification.

• Security: TIER 1 Non-Sensitive clearance required. Compliance with DoD 8570.01-M, HIPAA, and other relevant security regulations is mandatory. CAC card required for access to government facilities.

• On-Call Schedule: Services required from the 16th – 31st nights of each month, from 1600 - 0700 on weeknights, and 24 hours on Saturdays, Sundays, and holidays.

• Government Furnished Items: Beeper device, access to facilities, telephones, facsimile machines, and copiers.

• Contractor Furnished Items: All other necessary supplies, equipment, facilities, and services.

• Quality Control: Contractor must develop and maintain an effective QC program. Government will use a Quality Assurance Surveillance Plan (QASP).

• Reporting: Key Personnel List, Qualifying Documentation, Quality Control Plan, and Security Investigative Package are required deliverables.

• Identification: Contractor personnel must wear identification badges and clearly identify themselves as contractor support personnel in all communications.
