This solicitation is a Request for Quotation (RFQ) for the National Institutes of Health (NIH) Gateway to Research Opportunities for the Workforce (GROW) Program. The program is a two-year initiative designed to prepare high school and undergraduate students for research training programs. • Quotations are due by 9:00 AM EST on June 29, 2026.

• Submissions must be in two volumes: Business Volume and Technical Volume.

• Evaluation will be based on best value, considering technical capability, personnel qualifications, recruitment and retention, past performance, and price.

• Technical and past performance are considered more important than cost or price.

• The government may award without discussions.

• This is an unrestricted solicitation; there is no set-aside.

• Specific eligibility criteria apply for institutions and program participants, detailed in the SOW.
