• Labor Category Alignment: Attachment 10 (Table of Labor Rates and Unit Prices) has been revised to ensure alignment with Attachment 3 (Statement of Work) regarding labor categories and their associated levels. Offerors must use this revised Attachment 10 for proposal preparation and submission.

• Q&A Status: Some questions are still under review, and responses will be provided as soon as practicable. No further questions will be accepted.

Amendment / Modification

This amendment (Amendment 003) addresses several questions and clarifies aspects of the solicitation for the NIH Professional, Scientific and Technical Support Services (PSTSS) RFP (75N98026R00042).

Key changes and clarifications include:

• Proposal Due Date: Extended to Monday, May 4, 2026, at 3:00 PM ET.

• Technical Proposal Cost Summary: This attachment is not included in the RFP and should be disregarded.

• Technical Proposal Instructions: Clarified that instructions on page 82 are for the cover page, while pages 72-73 provide instructions for the page following the cover page.

• Labor Categories: Offerors must include all labor categories listed in Attachment 3 (Statement of Work), even if not present in Attachment 10 (Table of Labor Rates and Unit Prices).

• Position Sensitivity Designations: Details provided regarding required background investigations and PIV card compliance.

• Backfill Requirement: Clarified that the 14-day backfill means a qualified candidate must be submitted within that timeframe, though longer recruitment times may be allowed in certain circumstances.

• Task Order Costs: Travel, occupational health, and visa-related costs will be determined on a Task Order basis.

• RFP Number: Confirmed that 75N98026R00042 is the correct RFP number for the subject line of the Proposal Intent Response email.

• Contract Type: This is a Multiple Award Indefinite Quantity (IDIQ) contract.

• Page Limits: Clarified that resumes and letters of commitment for Key Personnel do not count towards the 50-page limit for the Technical Proposal.

• Medical Surveillance Program: Contractors are responsible for establishing this program.

• Small Business Subcontracting Goal: The correct goal is 33.25%.

• Key Personnel: Only the Project Director is mandatory key personnel at the IDIQ level; other key personnel are at the offeror's discretion.

• Past Performance: To be submitted in the Business Proposal.

• Labor Rates: Proposed rates should be valid for any location. Attachment 10 is a sample; all labor categories from Attachment 3 should be included.

• Succession Plan: A post-award deliverable only.

• Technical Proposal Evaluation: Clarified that Section L instructions are tailored to this RFP and should be followed.

• Financial Capacity: Documentation should be provided in the Business Proposal.

• Margins: Margins must be no less than 1/2 inch.

• Project Director/Manager: These roles are considered the same for this RFP.

• This amendment (Number 002) clarifies the status of a prior solicitation.

• It provides clarification regarding a prior solicitation, 75N93024R00013, issued on October 31, 2024.

• Solicitation 75N93024R00013 has been amended as Solicitation 75N98026R00042 due to changes in organization structure.

• The primary change relates to the re-designation of a prior solicitation due to organizational changes.

• The Proposal Due Date/Time remains unchanged: April 27, 2026, 3:00 PM ET.

• Offerors must acknowledge receipt of this amendment and all prior amendments.

• Failure to acknowledge may result in proposal rejection.

• All other terms and conditions of the solicitation remain unchanged.

• This amendment clarifies the status of a prior solicitation for this requirement.

• The prior solicitation (75N93024R00013), issued on October 31, 2024, did not result in an award and is no longer active.

• The current solicitation (75N98026R00042) supersedes any previous notices and represents the Government's current requirement.

• All terms and conditions of the original solicitation remain unchanged and in full force and effect, except as provided herein.

• Offerors must acknowledge receipt of this amendment by identifying its number and date on each proposal copy submitted. Failure to do so may result in proposal rejection.

Solicitation / RFP / RFQ

This solicitation is for NIH Professional, Scientific and Technical Support Services (PSTSS) to support NIH's current and emerging research priorities. The contract will provide specialized scientific expertise for basic, translational, and clinical research, vaccine research and development, general laboratory research (BSL-2, -3, and -4), veterinary and scientific research in ABSL-2, -3, and -4 environments, and bioinformatics and computational biology.

• Support for a full range of activities including new and in-progress research projects, program deployment and implementation.

• Expertise in microbiology, molecular biology, biochemistry, infectious diseases, immunology, bioinformatics, and cutting-edge vaccine research.

• Support for international research efforts and participation in responding to worldwide crises and outbreaks.

• Assistance in clinical trials, biomedical knowledge expansion, and development/implementation of domestic and international clinical trials.

• Specialized support in bioinformatics, high-throughput genomic sequencing, proteomics, image analysis, computational and systems biology, and data analysis.

• Services are to be furnished according to individual task orders issued during the contract period of performance.

• This is a Multiple Award Indefinite Quantity (MA IDIQ) contract.

• Minimum guaranteed order: $2,000 per IDIQ contract.

• Maximum total portfolio ceiling (all contracts combined): $3,000,000,000.

• Period of Performance (Base Contract): September 15, 2026, through September 14, 2031.

• Option to Extend Services (FAR 52.217-8): May extend contract period to March 14, 2032.

• Proposals are due by 3:00 PM ET on April 27, 2026.

• Offers will be valid for 120 days.
