Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this acquisition is to provide the minimum requirements for the B1 Wing 6 Seal Above Hallway Doors Project. This project aims to extend a demising wall vertically to the structural concrete deck above and seal all penetrations in the wall separating the Women's restroom from the Spine corridor.

• Base Scope (CLIN 001): Extend the Wing 6 to Spine Corridor demising wall vertically to seal a gap (2ft to 3.5ft) between the wall and the concrete deck above. This will thermally and mechanically isolate Wing 6 from the Spine corridor's thermal/mechanical space. Infill holes in gypsum sheathing and seal all penetration gaps with fire-rated sealants where the demising wall separates the Women's restroom from the Spine corridor. Dispose of all construction debris.

• Option #1 (CLIN 002): Reconstruct storage room #4089 by constructing a new wall. Install hollow metal frames and doors with NIST campus standard security hardware. Infill gypsum wall board gaps and seal penetrations with fire-rated sealant. Provide code-required fire sprinkler system additions. Install interior room signage and lighting per NIST standards. Coordinate locks and cores with NIST.

• Work will be performed at the US Department of Commerce (DOC) Boulder Laboratories campus at 325 Broadway, Boulder, CO, in and around Building 1, Wing 6.

• Coordination: Contractor shall coordinate all activities with the Government Contracting Officer’s Representative (COR) and Contracting Officer (CO).

• Safety: A detailed, site-specific Safety Plan must be submitted within 7 days after award and approved by the contracting officer. The contractor must provide all required safety-related equipment (PPE) and training. Compliance with OSHA, state, and local laws is mandatory.

• Security: Compliance with Homeland Security Presidential Directive (HSPD)-12 is required for physical or logical access to NIST facilities or networks. A roster of staff working under the acquisition must be submitted within 14 days of the contract effective date. Background investigations commensurate with position sensitivity are required.

• Deliverables: Quality Control Plans and Site-Specific Safety Plans are due no later than 30 days after award. Notice to Proceed is contingent on the acceptance of the Safety Plan. A schedule of values is due within 30 days after award if not in the proposal.

• Submittals: A submittal log and various submittals (e.g., project schedule, construction daily reports, product data, shop drawings, fire sealant, signage, lighting, security hardware) are required per NIST specifications and divisions. Submittals must be provided through a NIST-approved, secure electronic site.

• Quality Assurance: Contractor must employ an independent testing and inspection agency approved by the contracting officer.

This notice is for market research purposes only to identify qualified SMALL BUSINESS construction firms capable of performing a Firm-Fixed-Price (FFP) construction project for the B1 Wing 6 Seal Above Hallway Doors Project at the National Institute of Standards and Technology (NIST) Boulder Campus.
