This notice is for market research purposes only to identify qualified SMALL BUSINESS construction firms capable of performing a Firm-Fixed-Price (FFP) construction project for the Building 8 Roof and Gutter Replacement and Exterior Repairs at the National Institute of Standards and Technology (NIST) Boulder Campus. This is NOT a Request for Proposal (RFP) or Quotation (RFQ), and the government is not committing to award a contract at this time.

• Removal and replacement of the existing foam roof system on Building 8 with a new metal roof deck system.

• Installation of new fascia, gutters, and downspouts.

• Replacement of damaged insulation.

• Installation of snow guards.

• Optional Work: Demolition and reconstruction of the northwest entrance overhang at Building 5 with a new gutter system and painting; reinstallation of an existing ornamental vent stack cap on Building 3; removal and replacement of the main entrance door system, frame, associated concrete slab, and structural supports at Building 11.

• Work includes demolition, roofing, sheet metal, concrete, structural, and door installation.

• All work must comply with applicable safety requirements.

• Anticipated award of a single Firm-Fixed-Price contract.

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform various roof and gutter repair and replacement tasks, as well as related structural and aesthetic improvements, on multiple buildings at the National Institute of Standards and Technology (NIST) Boulder Campus.

• Building 8: Remove and replace the entire existing roof system (down to purlins) with a new 22-gauge galvanized metal roof system. This includes installing new insulation, fascia, gutters, downspouts, and snow guards. Demolition and installation will be phased to minimize disruption.

• Building 5: Remove and replace the existing northwest entrance overhang. This includes demolition of the old structure and installation of a new, like-for-like overhang with integrated gutter and downspout system. New surfaces will be painted to match existing colors.

• Building 4: Repair a section of metal roof edge flashing where it meets Building 5.

• Building 3: Reinstall an existing ornamental metal cap on a vent stack.

• Building 11 (Option 3): Remove and replace main entrance doors and frames, including demolition and installation of a new concrete slab (approx. 55 sf). This option also includes replacing overhang supports.

• All work must comply with manufacturer specifications, applicable building codes, and OSHA standards.

• New insulation must match or exceed existing R-value.

• New concrete slab must be 4,000 PSI compressive strength and cured per ACI standards.

• Contractor must provide a site-specific Safety Plan prior to Notice to Proceed (NTP).

• Contractor must provide all required safety equipment (PPE) and training.

• Compliance with Homeland Security Presidential Directive (HSPD)-12 is required for facility access.

• Period of Performance: 180 Calendar days from Notice to Proceed (NTP).

• Place of Performance: NIST Boulder Campus (Buildings 3, 4, 5, and 8).

• Work Hours: Monday through Friday, 7 am to 6 pm Mountain Time, excluding Federal holidays.

• Contractor must verify all field conditions prior to bidding.
