The National Institute of Standards and Technology (NIST) is seeking to identify qualified SMALL BUSINESS construction firms capable of performing a Firm-Fixed-Price (FFP) construction project for the Galvanized Steel Stair Installation – Building 2 Mechanical Room at the NIST Boulder Campus. The government anticipates awarding a single FFP contract.

• Removal and legal disposal of two existing wooden stair assemblies (one 5-riser, one 9-riser).

• Fabrication and installation of new galvanized steel stair assemblies.

• Field fabrication and in-place installation due to restricted access, including on-site welding.

• New stair systems must include slip-resistant industrial treads and code-compliant handrails and guardrails, securely anchored.

• Coordination with existing mechanical, electrical, and plumbing systems.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace two existing wooden staircases in the Building 2 mechanical room at the National Institute of Standards and Technology (NIST) with new galvanized steel stair assemblies that meet current codes and safety standards.

• Demolish and legally dispose of one (1) existing 5-riser wooden staircase and one (1) existing 9-riser wooden staircase.

• Furnish, fabricate, and install new galvanized steel stair assemblies.

• New stairs must include slip-resistant treads.

• Fabrication and installation will be performed on-site due to restricted access.

• All work must comply with applicable local, state, and federal codes, regulations, and industry standards (including IBC, OSHA 1910 & 1926).

• Ensure proper protection of adjacent surfaces and systems, coordination with other trades, and safe execution of work.

• Stair system must comply with the latest adopted editions of International Building Code (IBC), OSHA standards, and local building/fire codes.

• Structural components to be carbon steel with hot-dip galvanized finish.

• Treads must be non-slip, heavy-duty industrial type.

• Installation must be plumb, level, and securely anchored.

• Provide code-compliant landings, handrails, and guardrails.

• Verify tread slip resistance and secure attachment prior to turnover.

• Place of Performance: National Institute of Standards and Technology, 325 Broadway, Boulder, CO 80305.

• Period of Performance: 120 days from the notice to proceed.

• Work Hours: Monday through Friday, 7:00 am to 5:00 pm Mountain Time, excluding Federal holidays and NIST closures.

• Safety: Contractor must provide a detailed, site-specific Safety Plan within 7 days after award. This includes providing all required safety equipment (PPE) and conducting necessary safety training. Compliance with NIST's Contractor Safety Program is mandatory.

• Identification: Contractor employees must comply with NIST identification and access requirements, including wearing a visible NIST-provided identification badge.

• HSPD-12 Compliance: Contractors and employees requiring physical or logical access to NIST facilities must comply with HSPD-12 and related directives. A roster of personnel and background investigations may be required.

• Deliverables: Material submittal, schedule, and site-specific safety plan are required before work begins. Submittals are due before installation starts.

• Cleanup: Remove all debris, scrap materials, and packaging from the work area.
