Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for replacing aging solar-powered pole luminaires with new hard-wired pole luminaires across the NIST Boulder Campus. The project aims to provide improved and reliable exterior lighting.

The project involves a Design-Build effort to replace existing solar pole luminaires with new hard-wired units. This includes demolition of existing fixtures and installation of new ones, originating new circuits from the closest building. The scope is broken down into several CLINs (Contract Line Item Numbers):

• Base Scope (CLIN 0001): Replacement of 15 solar pole luminaires along Curie Circle in front of B25.
• Option 1 (CLIN 0002): Replacement of 8 solar pole luminaires in the B25 parking lot.
• Option 2 (CLIN 0003): Replacement of 9 solar pole luminaires along Curie Circle in front of B22.
• Option 3 (CLIN 0004): Replacement of 7 solar pole luminaires in the laydown yard.
• Option 4 (CLIN 0005): Demolition and removal of the existing solar array near B22.
• Option 5 (CLIN 0006): Replacement of 2 solar pole luminaires along Curie Circle across from B4/B5.
• Option 6 (CLIN 0007): Replacement of 20 solar pole luminaires at/around B51.
• Option 7 (CLIN 0008): Replacement of 4 solar pole luminaires at/around the high-speed switch.

Key tasks include providing demolition and new plans, confirming existing conditions, potentially reducing luminaire quantities, providing photometrics, designing new pole bases, trenching and backfilling for new circuits, and ensuring all installations meet NIST site standards. Sidewalks and hardscaped areas damaged during the project must be replaced.

• All installations must meet current National Electrical Code (NEC) and NIST's Site Standard Specifications.

• New pole bases must be engineered to withstand wind loads, soil conditions, and structural weight.

• Specific luminaire models are specified (RAB Lighting ALED-M-3TN for 120V, CREE Lighting ARE-EDG-XX-DA-06-E-UL/UH-BZ-700-40K for 277V/480V) or approved equivalents.

• Luminaires must be full cut-off and equipped with integral photocells for On/Off operation.

• Period of Performance: Anticipated to be 12 months.

• Place of Performance: NIST Boulder Campus, 325 Broadway, Boulder, CO 80305.

• Work Hours: Monday through Friday, 7:00 AM to 5:00 PM Mountain Time, excluding Federal holidays and NIST closures. Some work, particularly at B51, may require coordination for outside normal hours.

• Design-Build Entity (DBE): The contractor must be a DBE responsible for design and construction services.

• Site Access & Safety: Strict adherence to NIST's General Instructions for Conducting Work at the NIST Boulder Campus is required, including site access, badging, permitting, safety protocols, and coordination. A site-specific Safety Plan is mandatory.

• Electrical Shutdowns: Branch circuit panelboards will require shutdowns, necessitating an 8-week advance notice for each. Semi-annual full site shutdowns are tentatively scheduled for May/September 2026 and May/September 2027.

• Security & Compliance: Compliance with Homeland Security Presidential Directive (HSPD)-12 and associated regulations for identification and background investigations is required for all personnel requiring facility or IT access. A roster of staff must be submitted.

• Deliverables: Include 90% CD Submittals, Issued for Construction (IFC) Submittals, and As-builts in PDF and AutoCAD formats. The NIST POC or COR will review and respond to deliverables within 10 days/weeks.
