Quick Summary

The National Institute of Standards and Technology (NIST) in Boulder, CO, is conducting market research via a Sources Sought notice to identify qualified Small Business construction firms for a Sitewide Handrail Project. This project involves the removal, modification, fabrication, and installation of permanent ADA-compliant handrail systems across multiple buildings on the NIST Boulder Campus. The goal is to bring existing stair and ramp handrail systems into full compliance with the 2010 ADA Standards for Accessible Design and applicable OSHA requirements. Capability statements are due by March 12, 2026, at 5:00 PM MDT.

Project Scope

The project encompasses comprehensive upgrades to handrail systems and related infrastructure. Key tasks include:

  • Removal and Installation: Removal of existing lower guardrails and installation of new middle/center handrails and ADA-compliant handrails on stairs and ramps.
  • ADA Compliance: All installations must strictly adhere to the 2010 ADA Standards for Accessible Design (Sections 505.3, 505.4, 505.5, 505.7, 505.8, and 505.10), ensuring appropriate diameter, continuous gripping surfaces, smooth finishes, and structural stability. Handrails must be installed between 34" and 38" vertically, with at least 12" extensions at top and bottom, and safely terminated.
  • Concrete Work: Selective demolition and reconstruction of concrete stair and curb elements at specified locations, including Building 1 Wing 3 and 6 Dock.
  • Material Specifications: Installation of sleeves, weather-strip treads, moisture protection, and matching existing exterior paint finishes.
  • Locations: Work will be performed at various locations including Building 1 Wing 3 and 6 Dock Stairs and Handrails, Building 1 Wing 3 Ramp Handrails, Building 1 Annex D Handrails, Building 3 Front Entrance Handrails, and Building 22 East Entryway Staircase Handrails. Visual references are provided in an attachment.
