Statement of Work (SOW) / Performance Work Statement (PWS)

The primary goal of this procurement is to construct, modify, and install permanent ADA-compliant handrail systems across the NIST Boulder Campus. This initiative aims to ensure safe and accessible means of support for building occupants and visitors, meeting the 2010 Americans with Disabilities Act (ADA) Standards for Accessible Design.

• Construction and Installation: Install permanent handrail systems on stairs and ramps in strict accordance with ADA Standards (Sections 505.3, 505.4, 505.5, 505.7, 505.8, and 505.10) and applicable building codes.

• Handrail Specifications: Ensure handrails have appropriate diameter (1 1/4" to 2" circular, or 4" to 6 1/4" perimeter for non-circular), continuous gripping surfaces, smooth finishes, and are structurally stable.

• Removal of Existing Railings: Remove lower railings and grind surfaces smooth.

• Center Handrail Installation: Install a center handrail meeting ADA dimensional and functional requirements.

• Height and Extensions: Install handrails between 34" and 38" vertically from the surface, with extensions of at least 12" at the top and bottom.

• Terminations: Ensure handrail ends return smoothly to surfaces or are rounded to prevent hazards.

• Specific Locations: Work includes Building 1 Wing 3 and 6 Dock Stairs and Handrails, Building 1 Wing 3 Ramp Handrails, Building 1 Annex D Handrails, Building 3 Front Entrance Handrails, and Building 22 East Entryway Staircase Handrails.

• Concrete Work: Replace concrete staircase and curb sections at Building 1 Wing 3 and 6 Dock, adhering to NIST site standards.

• Materials: Install weather-strip treads on each riser and ensure sleeves/penetrations are sealed.

• All work must comply with the 2010 ADA Standards for Accessible Design and applicable OSHA requirements.

• Handrail systems will be subject to visual inspection and dimensional verification by the NIST Contracting Officer’s Representative (COR).

• Non-compliant systems must be corrected or replaced at the contractor's expense.

• Contractor must submit a site-specific Safety Plan within 10 days of award.

• Place of Performance: NIST Boulder Campus.

• Period of Performance: All work to be completed within three months from the date of award.

• Work Hours: Monday through Friday, 0600 to 1800 Mountain Time, excluding Federal holidays.

• Pre-proposal Site Visit: Highly recommended.

• Meetings: Post-award construction meeting, weekly progress meetings once construction starts.

• Submittals: Contractor must confirm dimensions with COR, submit paint color/specification, sleeve specifications, weather-strip tread specifications, concrete mix design, and compaction test results for approval.

• Safety: Provide a detailed, site-specific Safety Plan. Provide all required safety-related equipment and training. Comply with NIST's Contractor Safety Program.

• Security: Comply with HSPD-12 requirements for physical and logical access. Submit a roster of staff working under the contract within 14 days of the effective date.

• Deliverables: Final Schedule, Site-Specific Safety Plan, Concrete Mix Design/Compaction Test, Exterior Paint Color and Spec, S.S. Hardware Submittal, Weather Strip Tread Submittal, Sleeve Adapter Specs. All due 10 days after project award.

• Payment: 100% upon installation, acceptance, and successful completion of testing requirements.

This notice is for market research purposes only and is not a Request for Proposal (RFP) or Quotation (RFQ). The National Institute of Standards and Technology (NIST) is seeking to identify qualified SMALL BUSINESS construction firms capable of performing a Firm-Fixed-Price (FFP) construction project for the NIST Sitewide ADA Handrail Project at the NIST Boulder Campus.

The project involves the removal, modification, fabrication, and installation of permanent ADA-compliant handrail systems across multiple buildings. Specific tasks include:

• Removal of existing lower guardrails.

• Installation of new middle/center handrails.

• Installation of ADA-compliant handrails on stairs and ramps per 2010 ADA Standards.

• Demolition and reconstruction of specified concrete stairs and curb sections.

• Installation of sleeves, weather-strip treads, and moisture protection.

• Matching existing exterior paint finishes.

• Compliance with OSHA, applicable building codes, and NIST safety requirements.

• Anticipated contract type: Single Firm-Fixed-Price (FFP).

• Anticipated period of performance: Three (3) months from date of award.
